Adoption of the Planning Commission 2004 Master Work Plan

 

Ms. Ryan presented the draft 2004 Master Work Plan.  She described the content of the Work Plan, which includes the recently approved and ranked study issues by the City Council and any continuing study issue items.  She noted that specific training was not included in every Planning Commission meeting but rather training will be included based on the number of routine planning items for the Commission.  She asked the Commission to let staff know of any training items that are of interest to the Commission.

 

Comm. Simons made a motion to adopt the 2004 Master Work Plan as presented.  Comm. Klein seconded.

 

Vice Chair Moylan offered a friendly amendment to possibly have additional meeting when the public hearing items go beyond four. He stated that it is difficult to determine the number of routine items that the will come before the Commission. He added that additional meetings would enable the public to participate.

 

Comm. Simons was reluctant in accepting the amendment and suggested perhaps ask staff to identify or estimate the length of the meeting based on the application's complexities and advise the Commission.  Ms. Ryan responded that existing practice is that staff discusses with the Chair the number of items there are in the agenda.  This could be used as a determination the necessity of additional meetings.  She also she noted that another factor is consideration of Commissioners' availability for the additional meetings.  However, she stated that if the Commission so choose, the additional meetings could be incorporated in the Work Plan.

 

Comm. Simons asked Chair Babcock if she is comfortable having this discretion.  Chair Babcock responded that she is completely comfortable working with staff.  She stated that meetings could be looked at on a case by case basis.  Overall, she felt that long meetings were fairly at a low ratio and she preferred not to have this in the motion.

 

Comm. Simons made a motion to adopt the 2004 Planning Commission Master Work Plan as presented.  Comm. Klein seconded.

 

Motion carried 7-0.

 Ms. Ryan stated that the adopted 2004 Master Work Plan will be presented to City Council in February.
