SUNNYVALE PLANNING COMMISSION
The Planning Commission met in regular session in the Council Chambers, City of Sunnyvale, 456 W. Olive Avenue, Sunnyvale, CA on April 11, 2005 at 8 p.m. with Chair Moylan presiding.

CONSENT CALENDAR
Comm. Sulser made a motion to approve the minutes of March 28, 2005 minus the detailed minutes of the Undergrounding of the Utilities Public Hearing Item 4 (to be approved after review of the tape). Comm. Klein seconded. Motion carried unanimously, 7-0.
PUBLIC HEARINGS/GENERAL BUSINESS
1. 2005-0029 – Arc Tec [Applicant] Gdi Gibraltar LLC [Owner]: Appeal of a Decision by the Director of Community Development denying an application for a Parcel Map to merge two 1.7-acre sites (2.4-acre total) to allow the subdivision of two existing industrial buildings into eight individual industrial condominium units on one common lot. The properties are located at 256 and 292 Gibraltar Drive in an MP-TOD (Moffett Park Transit Oriented Development) Zoning District. (APN’s: 110-34-015 and 110-34-016) JM
ACTION: Comm. Hungerford made a motion on Item 2005-0029 for Alternative 2, to approve the Parcel Map with attached conditions, granting the appeal. Comm. Sulser seconded. Motion carried 4-3 with Comm. Babcock, Comm. Klein and Comm. Simons dissenting.
APPEAL OPTIONS: Item is appealable to the City Council no later than April 26, 2005.
2. 2005-0145: Application for a modification to a previously approved Special Development Permit on a 3,692 square-foot site to allow a 69 square-foot addition to an existing house. The property is located at 392 Waverly Street (W Iowa Ave) in an R-2/PD (Low-Medium Density Residential/Planned Development) Zoning District. (APN: 165-12-097) JM
ACTION: Comm. Simons made a motion on Item 2005-0145 to approve the proposed Special Development Permit. Comm. Fussell seconded. Motion failed, 2-5, Chair Moylan, Comm. Hungerford, Comm. Babcock, Comm. Klein and Comm. Sulser dissenting.
ACTION: Comm. Babcock made a motion on Item 2005-0145 for Alternative 3, to deny the proposed Special Development Permit. Comm. Sulser seconded. Motion carried, 6-1, Comm. Simons dissenting.
APPEAL OPTIONS: Item is appealable to the City Council no later that April 26, 2005.
3. 2004-0772 – Calla Properties [Applicant] Hunter Beverly J Et Al [Owner]: Application for related proposals on an 11,200 square foot site located at 393 Beemer Avenue (near N Mathilda Ave) on an R-2 (Low-Medium Density Residential) Zoning District. (APN: 204-51-030) (Mitigated Negative Declaration) DO
- Rezone from R-2 (Low-Medium Density Residential) Zoning District to R-2/P-D (Low-Medium Density Residential/Planned Development) Zoning District;
- Special Development Permit to construct three townhomes, and
· Parcel Map to subdivide one lot into three lots.
ACTION: Comm. Babcock made a motion on Item 2004-0772 for Alternative 1, to adopt the Mitigated Negative Declaration and introduce an Ordinance to Rezone 393 Beemer Avenue from R-2 to R-2/PD and approve the Special Development Permit and Tentative Map with attached conditions. Comm. Klein seconded. Motion carried unanimously, 7-0.
APPEAL OPTIONS: Item will be considered by the City Council on April 26, 2005.
4. 2005-0096 – Sal Caruso Designs [Applicant] Teresi Investments [Owner]: Application for related proposals on a 1.4-acre site located at 857 and 865 Carlisle Way in an R-3 (Medium-Density Residential) Zoning District. (APN: 309-10-001, 002) SL
· Rezone from R-3 (Medium-Density Residential) to R-3/PD (Medium-Density Residential/Planned Development) Zoning District, and
· Special Development Permit to modify 60 apartments into 60 condominium units.
· Tentative Map to allow 60 condominium lots and one common lot.
ACTION: Comm. Babcock made a motion on Item 2005-0096 for Alternative 1 to introduce an Ordinance to Rezone 857-865 Carlisle Way from R-3 to R-3/PD and approve the Special Development Permit and Tentative Map with the attached conditions. Comm. Sulser seconded. Motion carried unanimously, 7-0.

City Council Meeting Report
Ms. Ryan reported that at the March 29th meeting, City Council considered an appeal for a use permit to allow for a 50-foot tall monopole located on a Cal Water Service Company site. The Planning Commission had approved the use permit, it was appealed by a neighbor and the Council denied the appeal upholding the decision of the Planning Commission. At the April 5th City Council meeting there were no items specific to Planning Commission. Upcoming soon to the City Council is the issue of outdoor dining on South Murphy Avenue. Though the Planning Commission hasn’t dealt with this area as it falls under the Heritage Preservation Commission’s jurisdiction, it might be a point of interest.
Other Staff Oral Report
Ms. Ryan also reported that the City is currently in a recruitment period for Boards and Commissions. There are several openings on the Heritage Preservation Commission and also openings on most of the other Boards and Commissions. Anyone interested in serving on one of these Commissions should apply.
