A regular meeting of the Sunnyvale Planning Commission was held on February 9, 2004 at 8:00 p.m. in the Council Chambers, City Hall, 456 West Olive Avenue, Sunnyvale, with Chair Babcock presiding.

1. 2003-0913 - Dan Winklebleck [Applicant] - Application for a Design Review on a 6,000 square-foot site to allow both first and second story additions resulting in a 3,373 square foot home at a 56.2% FAR where 45% is allowed without a Planning Commission Review. The property is located at 1078 Heatherstone Drive in an R-0 (Low-Density Residential) Zoning District. (APN: 198-23-087) KDI (Continued from January 26, 2004)
Vice Chair Moylan made a motion on Item #2003-0913 to approve the Design Review in accordance with staff recommendation. Comm. Simons seconded. Motion carried 7-0
APPEAL ACTION: Item may be appealed to City Council no later than 02/24/04
2. 2004-0030 - City of Sunnyvale - Consideration of Amendments to Title 19 (Zoning) of the Sunnyvale Municipal Code pertaining to Nonconforming Residential Buildings, Stormwater Runoff Management and the Pre-Appeal Process FB
Vice Chair Moylan made a motion on Item #2004-0030 to adopt the Negative Declaration and introduce an ordinance amending Sunnyvale Municipal Code Title 19 as recommended with modifications to the ordinance under 19.50.020 (b) Nonconforming residential building that “a building legally built and occupied as a single-family or duplex dwelling in the R-0, R-1 and R-2 Zoning District may be repaired, altered, enlarged or replaced without a variance even if it does not meet current development standards for lot area per dwelling unit, provided all other current development standards are met and any required permits are obtained.” Comm. Fussell seconded. Motion carried 7-0
APPEAL OPTION: Item not appealable, to be considered by City Council on 02/24/04.

Oral Communications
Report on Council Meetings & Planning Officer’s Report
Trudi Ryan, Planning Officer, reported that on 01/27/04, the City Council considered two General Plan Initial Studies. A study was requested for a property located at 612 E. Ahwanee requesting a land use change from low medium to medium density residential. The City Council approved the study and directed the applicant to conduct outreach efforts with the neighborhood.
The Council also approved the General Plan Initial Study located at 635 El Camino Real, currently the Woodfin Suites, to convert commercial to medium density residential, using the existing building.
Ms. Ryan also explained the land use modifications process for the new commissioners’ edification.
Planning Commission
Comm. Simons announced that on February 28, from 5:00-6:00 p.m., Sunnyvale Rotary is sponsoring a crab feast. He invited the public to join.
