SUBJECT: Recommendation to Sunnyvale City Council to Approve Confirmation of New Members to the NOVA Workforce Board

The NOVA Workforce Board Selection Committee is recommending confirmation of the following individuals to the NOVA Workforce Board:

 

Mr. Justin Bradley, Director of Energy, Economic Vitality and Healthcare

Silicon Valley Manufacturing Group

 

Dr. James Hill, CEO

Proofpoint Systems, Inc.

 

Mr. Stan McDonald, Director of Human Resources

Sheraton Four Points Hotel

 

Ms. Paula Resa, District Coordinator

Carpenters Training Committee for Northern California

 

The NOVA Workforce Board Selection Committee is comprised of the Sunnyvale Mayor (Hon. Julia Miller), the Chairperson of the NOVA Workforce Board (Ms. Clysta Seney), and the President of the Sunnyvale Chamber of Commerce (Ms. Suzi Blackman).  The Selection Committee is charged with the responsibility of recommending candidates to the NOVA Workforce Board, for confirmation by the Sunnyvale City Council.

 

The Selection Committee is recommending Mr. Justin Bradley, Dr. James Hill, Mr. Stan McDonald, and Ms. Paula Resa for four-year terms on the NOVA Workforce Board.

 

BACKGROUND

 

The Workforce Investment Act (WIA) of 1998 stipulates the composition, roles and responsibilities of the local workforce board. The local workforce board is appointed by the chief local elected official (Sunnyvale City Council for the NOVA Consortium) and should have a majority of representatives from business and representation from at least the following stakeholders:

        Business Executives (majority and chair)

        Education providers

        Labor Organizations

        Community-based Organizations

        Economic development agencies

        One-Stop partners

 

DISCUSSION

 

The NOVA Workforce Board Selection Committee is recommending Mr. Justin Bradley, Dr. James Hill, Mr. Stan McDonald, and Ms. Paula Resa to provide business and labor representation on the Board.

 

ABOUT THE CANDIDATES

 

Mr. Justin Bradley, Director of Energy, Economic Vitality and Healthcare

Silicon Valley Manufacturing Group

For twenty years now, the Silicon Valley Manufacturing Group has provided leadership in building effective coalitions, representative of its 190 member companies and local, state and federal governments, to successfully tackle the many public policy issues that challenge this region.  As Director of Energy Programs, Economic Vitality and Healthcare Committees, Mr. Bradley is responsible for facilitating the work of its membership to influence public decision-makers on economic vitality and quality of life issues that benefit Silicon Valley workers and their families.  Mr. Bradley brings to the NOVA Workforce Board over 20 years of professional experience in business, and specific knowledgebase, expertise and leadership with initiatives and groups that interface with the workforce development community.

 

Dr. James Hill, CEO

Proofpoint Systems, Inc.

Proofpoint Systems, Inc. represents the very important and growing small business sector of this community.  As CEO of this start-up company, Mr. Hill provides expertise to the business community in organizational development and quality improvement practices ensuring Silicon Valley maintains that competitive edge in a global marketplace.  Mr. Hill brings to the NOVA Workforce Board business acumen, along with extensive leadership skills, knowledge of human and organizational performance improvement, and experience with local community boards. 

 

Mr. Stan McDonald, Director of Human Resources

Sheraton Four Points Hotel

The Sheraton Four Points Hotel represents the ever-growing and important hospitality industry in Silicon Valley.  Based in Sunnyvale, the Sheraton Hotel employs close to 150 employees.  As Director of Human Resources, Mr. McDonald is responsible for the complete spectrum of human resource services including recruitment, compensation administration, employee relations and risk management.  Mr. McDonald brings to the NOVA Workforce Board over twenty-three years of professional experience in human resources in a variety of industries, in particular the hospitality industry.  In addition, Mr. McDonald has a strong knowledge of the NOVA Workforce Investment System having served on the former NOVA Private Industry Council for approximately five years.

 

Ms. Paula Resa, District Coordinator

Carpenters Training Committee for Northern California

The Carpenters Training Committee for Northern California is an apprenticeship training program for union apprentice carpenters and related crafts.  As District Coordinator, Ms. Resa oversees the management operations of the training center, as well as collaborates with a variety of educational facilities to develop curriculum to prepare individuals interested in building trade careers.  In addition, Ms. Resa is active on several community boards for more non-traditional employment training organizations.  Ms. Resa brings to the NOVA Workforce Board expertise in labor unions (a WIA mandated requirement) and the construction industry, along with experience with diverse organizations in public education, the social services and welfare to work, among others.  Ms. Resa replaces the previous labor representative on the Board, Mr. Harold Evans, who retired.

 

These appointments comply with the requirements of the Workforce Investment Act.

 

EXISTING POLICY

 

The proposed activities are consistent with the City of Sunnyvale's Socio-Economic Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.

 

FISCAL IMPACT

 

No fiscal impact.

ALTERNATIVES

 

(1) Confirm the four candidates recommended by the NOVA Workforce Board Selection Committee for the NOVA Workforce Board.

 

(2) Recommend that three, two, one or none of the candidates be confirmed for the NOVA Workforce Board.

 

RECOMMENDATION

 

The NOVA Workforce Board Selection Committee recommends that the Sunnyvale City Council approve Alternative #1 and confirm Mr. Justin Bradley, Dr. James Hill, Mr. Stan McDonald, and Ms. Paula Resa for four-year terms on the NOVA Workforce Board.
