SUBJECT: Award of Invitation for Bids No. F0308-08 for a Pilot Project to Remove Sediment from the Oxidation Ponds at the Water Pollution Control Plant
REPORT IN BRIEF
Approval is requested for the award of a contract to Synagro West, Inc., of Burlingame to perform a pilot project to remove sediment from the Water Pollution Control Plant (WPCP) oxidation ponds for the Department of Public Works Environmental Services Division.
BACKGROUND
This project involves dredging and dewatering approximately 600 tons (dry weight basis) of solids from one of two oxidation ponds. The purpose of the pilot project is to analyze dredging techniques, verify key engineering assumptions, and develop the necessary operational data for a subsequent full-scale pond rehabilitation project.
The pilot project will be conducted over a four-month period, including approximately three months of actual operation and up to one month total for mobilization and demobilization. The ultimate goal of the full-scale project is to return the oxidation ponds to their full treatment capacity by removing up to 1.6 million cubic yards of wastewater solids that have accumulated over a 40- year period.
DISCUSSION
Bid specifications were prepared by Public Works and Purchasing staff. The bid invitation was posted on the City website, and direct notice was given to eight large-scale dredging contractors.
Sealed bids were publicly opened on October 22, 2003. Three responsive bids were received.

RECOMMENDATION
It is recommended that Council:
1. Award a contract, in substantially the same form as the attached draft and in the amount of $265,882, to Synagro West, Inc., to provide oxidation pond sediment removal at the WPCP; and
2. Approve a contingency in the amount of $39,882.
