SUBJECT: Award of Contract for Battery Backup Systems for Traffic Signals at Twenty-One Intersections (#F0310-23) 

REPORT IN BRIEF

Approval is requested for the award of a contract to Pentrad of Los Altos to provide  battery backup systems at twenty-one intersections within the City of Sunnyvale for the Department of Public Works Traffic Engineering Division.

 

BACKGROUND

Traffic signal battery backup systems eliminate the inevitable traffic problems during power outages.  However, compatibility with the City's existing installed traffic signal equipment is critical.   In late 2002, Traffic Engineering staff tested available products and determined that only two firms manufactured battery backup systems that were compatible:  Pentrad for systems mounted externally on the signal controller cabinet and Synchronex, Inc., for systems mounted internally.  Whether a system is internal or external is dependent on the type of controller cabinet, space available inside the cabinet, and the physical restrictions of the intersection (such as location of cabinet, sidewalk clearance, etc.).

 

On January 28, 2003, Council awarded contracts for battery backup systems to both Pentrad and Synchronex for a total of ninety-seven intersections (RTC 03-028).

 

DISCUSSION

This Report requests battery backup systems for an additional twenty-one intersections. The systems required for these intersections will require external mounting on the controller cabinet.  The requested systems will be installed by staff.

Section 2.08.070(b) of the Sunnyvale Municipal Code exempts from competitive bidding situations where the City's requirements can be met solely by a single proprietary article available from a single source.  In this case, the only externally mounted battery backup systems compatible with the City's existing traffic signal controller equipment is Pentrad's Tesco 1400 XL system.

Funds are available in Capital Project #824040 - Battery Backup Systems for Traffic Signals.  This project is funded by the California Energy Commission Grant and Gas Tax monies.

 

RECOMMENDATION

It is recommended that Council award a contract in the amount of $93,203 to Pentrad for twenty-one battery backup systems for traffic signals and authorize the Purchasing Officer to issue a purchase order to that effect.
