DEFINITION
Positions within the EMS Series are responsible for coordinating, implementing, and monitoring the standards and policies for Emergency Medical Services Programs, including researching, developing, and maintaining comprehensive emergency plans, injury reduction programs, and the training of staff and the general public.
Positions are flexibly-staffed and are allocated to classifications within the series based on the demonstrated level of knowledge and understanding of the methods and procedures of emergency medical service systems; the character of the work assignment; and the nature of the contacts with private and public agencies, City employees, media representatives, and the general public.
DISTINGUISHING CHARACTERISTICS
Positions within the EMS classifications are distinguished from positions in Community Services Officer classifications by the required formal training, certification and licensure to perform pre-hospital medical procedures. The EMS Specialist II is distinguished from the EMS Specialist I by 1) the more advanced training and licensure, 2) the more frequent contacts with authorities at the county, state, and federal agencies, and 3) the overall responsibility to plan, develop, implement and monitor a comprehensive EMS program for the City.
ESSENTIAL FUNCTIONS
EMS Specialist I has the responsibility to develop, implement and evaluate the effectiveness of a Public Information, Education and Relations (PIER) Program. This individual is responsible for providing information and training, both generalized and specific topics relating to EMS, to the general public. Under general supervision of a program manager, duties typically performed by the EMS Specialist I include:

Develop, implement and evaluate a comprehensive Public Education Injury Reduction Program

Assist in establishing emergency medical services goals and objectives, prevention programs, and educational materials to meet community needs, ensuring protection of life and the reduction of injuries

Conduct educational and awareness programs for the general public and at-risk populations
-
Coordinate, instruct, evaluate, and improve the City's Public Access Defibrillation Program
-
Identify, recommend and participate in the development of EMS System performance improvement plans to address issues identified in the PIER program
-
Develop, implement and monitor a PIER evaluation reporting system in compliance with department, city, county, state, federal requirements

Establishes and oversees external programs to be carried out by staff and volunteers
-
Receives and develops positive story flags from staff
-
Prepares routine press releases to foster the City's commitment to the community on EMS issues
-
Actively develop positive relationships with local print and electronic media within the department's chain of command
Other Functions

May assist in coordinating and teaching Basic and Advanced Life Support courses within the Department of Public Safety.

Work with Department Medical Director, unit supervisor and training unit on EMS issues

Write, edit, and design promotional materials including newsletters, brochures, and emergency procedures

Maintain effective working relationship with City employees, county, state, and federal agencies

Secure technical and financial assistance available through State and Federal programs
-
Identify resource deficiencies and work with appropriate officials on measures to correct them
-
Attend City Council and Department meetings as necessary
EMS Specialist II has the responsibility to develop and implement a Continuous Quality Improvement (CQI) Program and evaluate the effectiveness of the EMS activities of Public Safety personnel. This individual is responsible for coordinating and conducting educational activities related to the provisions of EMS services at the both the Basic and Advanced Life Support level within the Public Safety Department. Under general supervision of a program manager, duties typically performed by the EMS Specialist II include:

Develop curriculum and training programs in accordance with county, state, and federal regulations for both initial and continuing education EMS courses and certification to basic and advanced life support personnel,

Select and develop class material and teaching aids such as handbooks, demonstration models, multimedia visual aids, and reference materials,
-
Teaches emergency medical services classroom and skills-oriented training courses such as First Responder, CPR/AED, Emergency Medical Technician - Basic, and Infection Control,
-
Evaluates training programs for content and results in compliance with EMS System and Agency requirements,
-
Conduct training needs assessment and recommend training goals and programs,
-
Develop, implement, and monitor a pre-hospital patient care reporting system in compliance with county, state, and federal requirements and prepare and submit all required plans and reports
-
Work with Department Medical Director, unit supervisor and training unit on EMS issues
-
Develop, implement, and evaluate a comprehensive Continuous Quality Improvement (CQI) Plan
-
Participate, monitor, and evaluate the effectiveness of EMS services delivery by department personnel, including supplies and equipment
-
Conduct trend analysis and problem identification for CQI, and prepare related audit reports and correspondence pursuant to department requirements

Develop and maintain statistical data and record-keeping system related to EMS personnel certification, licensure, CQI and CE

MINIMUM QUALIFICATIONS
Education and Experience
EMS Specialist I - requires any combination of education and experience equivalent to a Bachelor's degree in Health Care, Nursing, Life Sciences, Education or closely related field, or four years of experience coordinating, planning, and implementing local government emergency medical services programs or community service programs which have a focus on emergency medical or Public Health services. Current license as EMT-Paramedic in the State of California is highly desirable.
EMS Specialist II - requires any combination of education and experience equivalent to a Bachelor's degree in Health Care, Nursing, Life Sciences, Education or closely related field, or five years of experience working as a paramedic or RN/Paramedic and performing duties which are closely related to the essential functions of the position. Current license as a registered nurse, physician's assistant, or EMT-Paramedic in the State of California is required.
