SUBJECT: Award of Bid No. F0309-01 for the Reconstruction of Various Curbs, Gutters, Sidewalks and Driveways (#F0309-01)
REPORT IN BRIEF
Approval is requested for the award of a contract to JJR Construction, Inc., of San Mateo for the reconstruction of various curbs, gutters, sidewalks, and driveways for the Department of Public Works Project Administration Division (Project #ST-03/02-04).
BACKGROUND
The repair, replacement and reconstruction of concrete curbs, gutters, sidewalks and driveways throughout the City is regularly scheduled work.  Sites requiring repair and/or replacement are identified and prioritized by the Department of Public Works Urban Landscape and Engineering Divisions on an ongoing basis.  Requirements for this fiscal year include approximately 37,000 square feet of sidewalks and driveways and 8,200 linear feet of curbs and gutters.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff.  The Notice Inviting Bids was published in The Sun on September 10, 2003.  The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia procurement network.  Four contractors requested bid documents.

Sealed bids were publicly opened on September 24, 2003.  Two responsive bids were received.

Additionally, a non-responsive bid in the amount of $471,800 was received from Northwest Construction of Burlingame.  Bid specifications stated that bidders must have successfully completed five projects of similar scope with values of  $400,000 or more.  The bid from Northwest Construction indicated that they did not meet this mandatory criteria.

Staff recommends acceptance of the bid from JJR Construction, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

FISCAL IMPACT

Construction costs will not exceed $524,111.

Funds for this project are available in Department of Public Works Activities  215580 - Remove and Replace Sidewalk by Contract and  215590 - Remove and Replace Curbs and Gutters by Contract and Special Project 820631 - ADA Curb Retrofit.

It is recommended that Council award a contract, in substantially the same form as the attached draft and in the amount of $524,111, to JJR Construction, Inc., for the reconstruction various of curbs, gutters, sidewalks and driveways.
