SUBJECT: BOARDS AND COMMISSIONS - QUARTERLY ATTENDANCE - INFORMATION ONLY

REPORT IN BRIEF

Attached are the Boards and Commissions Quarterly Attendance Reports for the period of Fall 2002 through Summer 2003.  Those members with substandard attendance have been highlighted.  Substandard attendance is defined as attendance less than 75% of regularly scheduled meetings and/or two consecutive unexcused absences over the past twelve months.  Board and Commission members attended a total of 241.67 hours during this period. 

BACKGROUND

The report has identified the quarters as:

Winter     (January 1 – March 31)

Spring     (April 1 – June 30)

Summer  (July 1 – September 30)

Fall         (October 1 – December 31)

EXISTING POLICY

When substandard attendance problems are identified, the Mayor may send letters on behalf of the Council to note the attendance problem and ask for improved attendance (Council Policy 7.2.9). The letter may also advise the Board or Commission member of the Charter and Council policies on consecutive unexcused absences; three consecutive absences will result in member’s automatic removal from the Board or Commission. 

DISCUSSION

For the summer 2003 reporting period, Gerald Gras, of the Bicycle and Pedestrian Advisory Committee, had the only substandard attendance record having only attended one of three scheduled meetings.  A letter from the Mayor, on behalf of the Council, will be sent to Mr. Gras which will advise him of attendance policies and Council’s expectation that he should strive to attend more meetings.
