Subcommittee topic: Investigate Charges by Public Safety Officers Association Against Vice-Mayor Risch’s Inquiry Into Public Safety Incident August 31-September 1, 2003

Review of Sub-committee Report to Council

It was the consensus of the Committee to approve of the draft minutes of October 19, 2003.

Nadia Holober, of Berliner Cohen, submitted a letter to the Committee regarding the “Investigation of Events Involving Vice Mayor Tim Risch”.

Committee Chair Walker distributed the Report to Council document entitled “Review of Allegations of Misconduct by Vice Mayor Timothy Risch and City Manager Robert LaSala”.

It was the consensus of the Committee to change paragraph 2 in “Report in Brief” to:  “It does find evidence of poor judgment on the part of the Vice Mayor in the wording of his questions and poor internal procedures that should be modified to prevent the concerns that PSOA has raised”.

A correction was made on page 4 of the Report to Council to change the word Manger to Manager.

Committee Member Valerio stated, for the record, that Councilmember Fowler sent an email to the City Council announcing his resignation from the Subcommittee.

It was the consensus of the Committee to approve the Draft Report to Council regarding “Review of Allegations of Misconduct by Vice Mayor Timothy Risch and City Manager Robert LaSala”.

Committee Chair Walker adjourned the meeting at 7:50 p.m.
