The Fleet Maintenance Shop uses a tremendous variety of parts and supplies for automotive and motorized equipment. Items that are used on a routine basis, such as filters, are stocked at Central Stores. Most items, however, are ordered on an "as needed" basis.
For a number of years, the City has maintained partnerships with two Sunnyvale firms to provide automotive parts and supplies: One Stop Peninsula has served as the City's primary warehouse for automotive parts and supplies, and Bob's Auto Parts has served as the City's secondary supplier. The existing contract with One Stop Peninsula will expire on September 30, 2003.
Since One Stop Peninsula has worked with the City for so long, they know exactly what the City needs; and stock outs and back orders are not a problem. One Stop Peninsula stocks a tremendous variety of parts that are ordered regularly and on an "as needed" basis as well as parts that are not "mainstream" for their other customers. The City receives discounted pricing that ranges from 30 to 60% below list price.
One Stop Peninsula offers another significant advantage to the City in that they are willing to deliver orders of any size to the Corporation Yard with no delivery charge. It is not uncommon for them to deliver parts within thirty minutes of request.
Because of the level of service the City has received from One Stop Peninsula, the City has been able to keep a relatively small inventory of parts on hand and keep vehicle and equipment downtime at a minimum.
In the past, the City has unsuccessfully contracted with other automotive firms through a competitive bidding process. Experience has shown that other firms are simply not large enough or sufficiently staffed to serve as the City's primary automotive parts supplier and/or motivated enough to provide the level of service currently being provided to the City by One Stop Peninsula. For that reason, staff recommends the continuation of the existing partnership by the award of a three-year contract to One Stop Peninsula of Sunnyvale.
Section 2.08.070(b) of the Sunnyvale Municipal Code exempts from competitive bidding situations where solicitations of bids or proposals would for any reason be impractical, unavailing or impossible.
