SUBJECT: Authorization for Neighborhood and Community Services to Submit a Proposal to the California Endowment for Funds Totaling $5,829 to Supplement the 2004 Health and Safety Fair

REPORT IN BRIEF

The City of Sunnyvale has coordinated a citywide health and safety fair in collaboration with community partners for the past four years at the Columbia Neighborhood Center. This year, due to budget constraints, staff seek approval to acquire external sources of funding to ensure that the historic high standards of quality are maintained while City-incurred costs are reduced.

 

Staff recommends that the Sunnyvale City Council authorize the submission of a proposal in the amount of $5,829 to the California Endowment to supplement costs incurred in the planning and implementation of the 2004 Health and Safety Fair. It is further recommended that should the grant be funded, City staff be authorized to accept the funds and execute the necessary grant agreement.

EXISTING POLICY

Goal 5.1H   Identify pressing health and social needs of the Sunnyvale community, encouraging appropriate agencies to address these needs in an adequate and timely manner.

DISCUSSION

At the 2003 Health and Safety Fair, more than 1,000 members of the community interacted with 61 community-service organizations and local businesses who participated to provide services and information relating to basic health and safety concerns. This year’s Health and Safety Fair is scheduled for Saturday, May 22, at Columbia Neighborhood Center and preparations are being made to ensure that this year’s event maintains the high standard of quality and high level of community participation experienced in past years.

 

Because of the City’s budget constrants, staff seek to supplement existing funds with funding from external sources to further ensure that this year’s fair is as successful as those in the past. For this reason, staff seek to obtain grant funding to cover the costs associated with marketing the Health and Safety Fair, support nonprofit exhibitors and service providers, and supplement the cost of interactive demonstrations that provide youth-oriented information on bicycle safety and drug-free options.

FISCAL IMPACT

Approval of this agreement will benefit the City of Sunnyvale by providing up to $5,829 of funding to cover costs incurred in the planning and implementation of the annual Health and Safety Fair that have been historically subsidized by the City.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page and the availability of the report in the Library and City Clerk’s Office.

ALTERNATIVES

1. Council approves submission of a proposal to the California Endowment for funding to supplement the 2004 Health and Safety Fair.

2. Council rejects submission of the proposal to the California Endowment.

3. Other action as determined by Council.

RECOMMENDATION

It is recommended by staff that the Sunnyvale City adopt Alternative 1: Council approves submission of a proposal to the California Endowment to supplement the 2004 Health and Safety Fair. It is further recommended that should the grant be funded, the City Manager or her designee be authorized to execute the necessary grant agreement.
