SUBJECT: Review of Study Issue Priorities for the Community Development Department for 2004

BACKGROUND

At its meeting of April 20, 2004, the City Council approved the following two recommendations of Mayor Howe with regard to the report from the Mayor’s Committee on New Car Auto Dealers:

 

  • Direct staff to develop an ordinance to allow the decorative banners as an additional pilot program or as a permanent program and ask staff to come back to Council on which other work items will not be accomplished as a result of working on this item. 
  • Direct staff to pursue revisions to the Sign Code this calendar year and ask staff to come back to Council on which other work items will not be accomplished as a result of working on this item. 

With regard to the work items which would be postponed to accomplish these tasks, staff offered to review with the City Council the Study Issue priorities for the Community Development Department for calendar year 2004. This report reviews the current Study Issue list and seeks direction from Council on the items to be deferred.

 

DISCUSSION

 

The following table lists is descending priority order the seven Study Issues which City Council directed the Community Development Department to undertake in 2004. Also included in the table is the projected work hours required to complete each issue, an estimate of the work effort to date, and the scheduled completion date. Significant work has not been undertaken on any of the 2004 Study Issues to date in order to first complete major issues carried over from 2003 (Moffett Park Specific Plan, School Facilities Plan, Green Building Standards).

FISCAL IMPACT

The reordering of priorities for Community Development Department study issues within existing staff resources will have no fiscal impact.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.
