The City Council met in a study session at City Hall in the West Conference Room, 456 West Olive Avenue, Sunnyvale, California on March 30, 2004 at 5:30 p.m., with Mayor John Howe presiding.

Mayor Howe called the meeting to order at 5:36 p.m.
Study Session Summary:
I. Origin of Study Session
Staff noted that this presentation was to present information on the operations of the Solid Waste Management Program, as requested by Council. Information requested by Council at the council meeting on March 16, 2004 will be included in the April 6, 2004 Council packet.
II. Program 322 Outcome Statement
Staff summarized the Solid Waste Program Outcome Statement and noted that program goals, policies, and action statements are contained in the Solid Waste Sub-Element, which was adopted by the Council in 1996.
III. Major Services Provided by Contract
Staff described the purposes and key features of the four largest contracts used to provide solid waste services to the community. The contracts are:
· Bay Counties Waste Services (d.b.a. Specialty Solid Waste and Recycling) - Collection of refuse, recycled materials, yard trimmings
· GreenTeam/Zanker - Operation of SMaRT Station for Mountain View, Sunnyvale, Palo Alto
· Waste Management - Landfill disposal of refuse at Kirby Canyon Landfill
· County of Santa Clara (Countywide Household Hazardous Waste Program) - Household hazardous waste disposal. Disposal of hazardous waste from business generators of very small amounts of hazardous waste
IV. Other Activities
Staff summarized the other services provided by the Solid Waste Division.
V. Current Issues
Staff described current key issues and accomplishments.
VI. Questions
Staff responded to questions from Council members.
