SUBJECT: Award of Bid #F0304-59 for the Removal and Replacement of the Gym Floor at the Community Center Indoor Sports Center
REPORT IN BRIEF
Approval is requested for the award of a contract to H.Y. Floor and Gameline Painting, Inc., of San Carlos for the removal and replacement of the existing hardwood floor at the Community Center Indoor Sports Center.
BACKGROUND
On May 29, 2002, a water main at the Community Center campus was damaged as a result of construction activities related to the new Senior Center; specifically, the water main was broken by equipment used to transplant mature trees from the Senior Center site to other locations around the Community Center. As the result, large amounts of water began to flow in all directions; and drains were plugged by mud and mulch from surrounding areas.
The gym building, which is below grade level, was flooded, thereby severely damaging the inlaid maple gym floor. Damage included the buckling of the hardwood strips and water retention in the resilient rubber sub-flooring. Attempts to repair the damage have failed, and staff has now determined that the only solution is to replace all the maple flooring and approximately one- half of the sub-flooring.
DISCUSSION
Replacement flooring specifications were prepared by Facilities and Purchasing staff; and the three known local sports flooring contractors were directly notified of the availability of Invitation for Bids No. F0304-59. In addition, the bid package was broadcast to other potential contractors through the DemandStar by Onvia procurement network.
Sealed bids were publicly opened on August 11, 2004. Only one responsive bid was received.
Staff recommends accepting the sole bid which was submitted by H.Y. Floor and Gameline Painting, Inc., in the amount of $199,907.

Special Project No. 890141 - Water Main Break has been established to capture the costs associated with this event. All costs will be paid by the California Joint Powers Risk Management Authority, the City’s self insurance pool.
RECOMMENDATION
It is recommended that Council:
- Award a contract, in substantially the same form as the attached draft and in the amount of $199,907 to H.Y. Floor and Gameline Painting, Inc., for the removal and replacement of the gym floor at the Community Center Indoor Sports Center, and
- Approve a project contingency in the amount of $39,981.
