The special meeting was called to order at 8:35 a.m. in the Council Chambers, at 456 W. Olive Avenue, Sunnyvale, California with Mayor Chu presiding.
Mayor Chu led the salute to the flag.
The City Clerk called the roll. Councilmembers Hamilton (arrived at 8:40 a.m.), Fowler, Miller, Howe, Vice Mayor Swegles and Mayor Chu were present and Councilmember Lee was absent.

Mayor Chu gave an overview of the workshop procedures and schedule.
OFFICE OF THE CITY MANAGER
City Manager Chan presented an overview of the Study Issue process and presented the 8 Office of the City Manager study issues.
Councilmember Howe moved, and Councilmember Miller seconded, to add another element to OCM-05 to engage former mayors in volunteering time to organize community events.
Councilmember Howe withdrew his motion.
Councilmember Howe moved, and Councilmember Miller seconded, to establish a former mayors task force to implement fund raising events as new study issue, OCM-09. The motion carried unanimously with Councilmember Lee absent.
Councilmember Hamilton moved, and Councilmember Fowler seconded, to drop OCM-08. The motion carried unanimously with Councilmember Lee absent.
Councilmember Howe moved, and Vice Mayor Swegles seconded, to defer OCM-07. The motion carried unanimously with Councilmember Lee absent.
Councilmember Hamilton moved, and Councilmember Howe seconded, to defer OCM-02. The motion carried with Councilmembers Fowler and Miller dissenting and Councilmember Lee absent.
Councilmember Fowler moved, and Councilmember Howe seconded, to defer OCM-06. The motion carried unanimously with Councilmember Lee absent.
COMMUNITY DEVELOPMENT
Robert Paternoster, Director of Community Development, presented an overview of Community Development’s 44 study issues.
Councilmember Miller moved, and Councilmember Hamilton seconded, to drop CDD-4, 9 and 10. The motion carried unanimously with Councilmember Lee absent.
Councilmember Miller moved, and Vice Mayor Swegles seconded, to drop CDD-11, 12, 20, and 21.
Councilmember Fowler offered a friendly amendment to defer CDD-11. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Vice Mayor Swegles moved, and Councilmember Fowler seconded, to drop CDD-8. The motion carried unanimously with Councilmember Lee absent.
Vice Mayor Swegles moved, and Councilmember Hamilton seconded, to drop CDD-23, 25, 34, and defer CDD-37.
Councilmember Fowler offered a friendly amendment to deal with CDD-37 separately. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Councilmember Hamilton moved, and Councilmember Howe seconded, to drop CDD-19.
Vice Mayor Swegles offered a friendly amendment to defer instead of drop. The amendment was not accepted.
The motion failed with Mayor Chu, Vice Mayor Swegles and Councilmember Miller dissenting and Councilmember Lee absent.
Councilmember Hamilton moved, and Councilmember Miller seconded, to defer CDD-19. The motion carried unanimously with Councilmember Lee absent.
Councilmember Hamilton moved, and Councilmember Fowler seconded, to defer CDD-24. The motion failed with Mayor Chu, Vice Mayor Swegles, and Councilmembers Miller and Howe dissenting and Councilmember Lee absent.
Councilmember Miller moved, and Councilmember Howe seconded, to defer CDD-36, drop CDD-44, defer CDD-15 and 16.
Councilmember Fowler offered a friendly amendment to defer CDD-44 instead of drop. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Vice Mayor Swegles moved, and Councilmember Fowler seconded, to defer CDD-5, 14, 17, and 18.
Councilmember Miller offered a friendly amendment to not defer CDD-14. The amendment was not accepted.
Councilmember Howe offered a friendly amendment to consider CDD-14 separately. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Councilmember Fowler moved, and Councilmember Hamilton seconded, to defer CDD-31, 32, and 33.
Councilmember Hamilton offered a friendly amendment to consider CDD-31 separately. The amendment was accepted.
Vice Mayor Swegles offered a friendly amendment to consider CDD-32 separately. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Councilmember Fowler moved, and Vice Mayor Swegles seconded, to defer CDD-39, 41, and 42.
Councilmember Miller offered a friendly amendment to consider CDD-42 separately. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Councilmember Fowler moved, and Councilmember Hamilton seconded, to drop CDD-40. The motion carried with Councilmembers Miller and Howe dissenting, and Councilmember Lee absent.
Councilmember Fowler moved to defer CDD-14. The motion died for lack of a second.
Councilmember Hamilton moved, and Vice Mayor Swegles seconded, to defer CDD-22. The motion carried unanimously with Councilmember Lee absent.
Vice Mayor Swegles moved to defer CDD-35 and 38. The motion died for lack of a second.
Councilmember Miller moved, and Vice Mayor Swegles seconded, to defer CDD-26. The motion failed with Councilmembers Fowler, Howe and Hamilton dissenting with Councilmember Lee absent.
Vice Mayor Swegles moved, and Councilmember Miller seconded, to defer CDD-38. The motion failed with Mayor Chu and Councilmembers Howe and Hamilton dissenting with Councilmember Lee absent.
Councilmember Hamilton moved, and Vice Mayor Swegles seconded, to defer CDD-35. The motion carried with Mayor Chu and Councilmember Howe dissenting and Councilmember Lee absent.
Mayor Chu declared a recess at 11:15 and reconvened at 11:30 a.m.

INFORMATION TECHNOLOGY
Shawn Hernandez, Director of Information Technology, presented an overview of their 3 study issues.
Councilmember Howe moved, and Vice Mayor Swegles seconded, to defer ITD-1 and 3. The motion carried unanimously with Councilmember Lee absent.
LIBRARIES
Susan Denniston, Interim Director of Libraries, presented an overview of their 1 study issue.
Councilmember Howe moved, and Vice Mayor Swegles seconded, to direct staff to change LIB-1 to analyze all materials in the library and direct staff not to undertake it if not timely for this year’s budget, and come back to Council to re-craft the study issue. The motion carried unanimously with Councilmember Lee absent.
Mayor Chu declared a lunch break at 12:10 p.m. and reconvened at 1:00 p.m.
PARKS AND RECREATION
Robert Walker, Director of Parks and Recreation, presented an overview of their 11 study issues.
Vice Mayor Swegles moved, and Councilmember Howe seconded, to add PRD-12, a study to look at current policy regarding the 5 year waiting before naming or renaming park and recreation facilities. The motion carried unanimously with Councilmember Lee absent.
Councilmember Fowler moved, and Councilmember Howe seconded, to restrict the scope of PRD-02 to include the following areas: study benefits and impacts of waiving reservation requirements of park facilities picnic areas and playgrounds, ball fields, park buildings, and the Community Center; of providing free reservation for Community Center facility for family day activity; of including feasibility of providing window of time of up to 4 hours of free access to pools on that day for pool facilities that are already open.
Councilmember Fowler further added to the motion to direct staff to come back with options for the Council to consider.
Councilmember Howe offered a friendly amendment for staff to come back with potential ways and cost to publicize the event. The amendment as accepted.
The motion carried unanimously with Councilmember Lee absent.
Councilmember Howe moved, and Councilmember Fowler seconded, to drop PRD-08 and 10 and defer PRD-11.
Councilmember Fowler offered a friendly amendment to drop PRD-09.
Vice Mayor Swegles offered a friendly amendment to defer PRD-09. The amendment was accepted.
The motion carried unanimously with Councilmember Lee absent.
Councilmember Miller moved, and Vice Mayor Swegles seconded, to drop PRD- 07. The motion carried unanimously with Councilmember Lee absent.
Councilmember Hamilton moved, and Vice Mayor Swegles seconded, to drop PRD-03. The motion carried unanimously with Councilmember Lee absent.
Vice Mayor Swegles moved, and Councilmember Miller seconded, to defer PRD-04. The motion carried with Councilmembers Fowler and Howe dissenting and Councilmember Lee absent.
Vice Mayor Swegles moved to defer PRD-05. The motion died for lack of a second.
DEPARTMENT OF PUBLIC SAFETY
Pat Dwyer, Interim Director of Public Safety, presented an overview of their 7 study issues.
Councilmember Howe moved, and Councilmember Miller seconded, to defer DPS-01, 03, 04, 05, and drop DPS-06. The motion carried unanimously with Councilmember Lee absent.
Councilmember Miller moved, and Vice Mayor Swegles seconded, to amend DPS-02 to create a study issue to explore joining participation in the county police chiefs’ gun amnesty program and review the City promoting this program through the Communications Division of the Office of the City Manager. The motion carried unanimously with Councilmember Lee absent.
DEPARTMENT OF PUBLIC WORKS
Marvin Rose, Director of Public Works, presented an overview of their 16 study issues.
Vice Mayor Swegles moved, and Councilmember Howe seconded, to drop DPW-12, and 13 and defer DPW-14 and 15. The motion carried unanimously with Councilmember Lee absent.
Mayor Chu moved, and Councilmember Howe seconded, to defer DPW-16. The motion carried unanimously with Councilmember Lee absent.
Councilmember Howe commented on the budget issues and requested staff provide Council with information on what has been allocated or expended from the General Fund account for Housing and Human Services, and what the trend has been over the last three or four years, including CDBG funds.
Councilmember Miller offered to sponsor a budget issue to increase the Council’s travel allocation for conferences both national or regional.
City Manager Chan reviewed the Draft RTC’s on Legislative Action Priorities and Intergovernmental issues and presented a summary and a review of Study Issue rankings and the proposed Draft Calendar.
Mayor Chu requested that the Council review the Draft Calendar and forward requests for changes to the City Manager.
