RESOLUTION NO. __________-04

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE APPROVING A PILOT PROGRAM FOR REDUCED STAFFING DURING THE DECEMBER 2004 HOLIDAY SEASON FOR FISCAL YEAR 2003-2004

 

WHEREAS, the City of Sunnyvale has been considering and is engaged in a number of cost-saving strategies in order to address the recent fiscal and budgetary environment, including a proposal to close city offices for the three business days between the Christmas and New Year holidays (December 27, 28 and 29, 2004); and

 

WHEREAS, as a preliminary step in considering this action the City would like to implement a pilot program for December 2004 only to reduce staffing levels during this three-day period and in some instances allow employees to voluntarily take unpaid leave during these three days; and

 

WHEREAS, it has been recommended that under this pilot program department heads would be authorized to reduce staffing and service levels to a minimum threshold for this three-day period while keeping all city offices open during normal operating hours in order to provide minimum basic service to the public; and

 

WHEREAS, under this program, subject to the discretion of the department head, staff will be encouraged and permitted to take these days off either utilizing paid leave time or unpaid leave.  For those employees taking voluntary authorized unpaid leave during any or all of this three-day period pursuant to the pilot program, full service credit (city pay periods of service) will be credited, full vacation/PTO benefits will accrue, and all health benefits will be maintained.  The amount of earnings reported to PERS will be based on actual PERSable wages paid; and

 

WHEREAS, informal contact with employee representatives has indicated unanimous support for this voluntary pilot program.

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SUNNYVALE THAT the Pilot Program for Reduced Staffing During Year End Holidays, and the ability to utilize unpaid leave without forfeiting the accrual of city benefits and service credit, as more fully described in RTC No. _______ is hereby approved.
