DEPUTY CHIEF OF PUBLIC SAFETY
DEFINITION
Under the general direction of the Director of Public Safety, commands a major Bureau of the Department, assists in the planning and daily administration of all public safety activities for the City, and assists in establishing Department policies, plans, and objectives.
DISTINGUISHING CHARACTERISTICS
This is a responsible administrative position functioning as a member of the department's executive team, responsible for planning and supervising public safety activities on a large scale including Patrol, Fire, Special Operations and Administration. The Deputy Chief of Public Safety is distinguished from the Public Safety Captain in having complete internal control over departmental functions and exercising wide discretion in the management of the Department.
ESSENTIAL FUNCTIONS
· Serves as a member of the Department's executive team, assisting the Director in the planning and daily administration of all public safety activities for the City
· Commands one of the five Bureaus of the Department.
· Has primary responsibility for planning and managing the budget for a major subdivision of the Department. Contributes to Department-wide budget planning and management.
· Identifies important public safety problems and develops effective problem solving strategies, employing effective community oriented public safety strategies
· Formulates and recommends new policies, procedures, organizational structures, and programs to improve the Bureau and Department's operations
· Informs subordinates of Department policies and orders, emergency techniques, and legal issues in order to improve performance and compliance with Department regulations
· Motivates and directs subordinates in order to improve morale, performance, and discipline
· Recognizes and rewards exceptional performance
· Assigns work in order to meet performance objectives and provides instructions as necessary to assist performance
· Coordinates work and exchanges information with other units and/or command officers to enhance department performance, ensuring a high level of coordination and cooperation between Department units
· Ensures effective labor-management relations and maintains a good working relationship with the City workforce
· Maintains good working relationships with peers, superiors, and subordinates to enhance Department performance
· Promotes Department values and the City's Guiding Principles to enhance Department performance;
· Serves as mentor to subordinates in order to promote their professional development developing and implementing succession planning programs
· Performs staff work as assigned by the Director, including research on new techniques, grants, equipment or programs
· Makes presentations and prepares written documentation which communicates City policy, Department plans and City standards and expectations
· Responds to media queries and makes statements to the media in order to address the public’s right to know about community issues. Refers media inquiries to appropriate sources in accordance with Department policy
· May act for and in place of the Director of Public Safety as assigned
· Keeps abreast of professional developments in the public safety field
EMPLOYMENT STANDARDS
Education and Experience: Any combination of education and experience equivalent to a bachelor's degree* related to police science, criminal justice, public administration, fire science, law enforcement or similar fields, and 10+ years of responsible public safety experience, including experience at the level of Captain or Battalion Chief. A master’s degree in similar fields of study is desirable.
* In order to maximize the pool of qualified candidates, until January 2006, a total of 126 semester units in one of the fields listed may be substituted for a bachelor’s degree on the condition that a selected candidate must obtain the bachelor’s degree within 18 months of promotion. After January 2006, a bachelor’s degree is required.
Licenses or Other Requirements: Possession of a valid California Motor Operator’s License and possession of (or eligible to possess) Basic, Intermediate, Advanced and Supervisory POST certificates within one year of date of hire.
Knowledge, Skills and Abilities

· Current tactics, strategies, methods, and procedures critical for effective public safety activities including modern principles and practices in police and fire administration and medical service technologies
· Tactics and strategies required to successfully resolve and plan for emergency incidents, prevention, and response;
· Knowledge of public safety administration and management principles

· Public Safety policies, procedures, and regulations as embodied in departmental policies
