SUBJECT: Award of Bid No. F0311-31 for Lakewood Park Improvements

REPORT IN BRIEF

Approval is requested for the award of a contract to HRB Construction, Inc., of Fremont to construct improvements at Lakewood Park for the Department of Public Works Engineering Division Project Administration (Project #PR-01/04-04).

 

BACKGROUND

 

In FY 1989/1990, Council approved Project #819740 - "Lakewood Park Recreation Facilities Improvement" to renovate aging recreational amenities in the park.  It was determined that Lakewood Park had a number of recreational facilities that would require improvement to keep them fully usable in their present configuration and/or change them so the public could make better use of them.  These areas include the rollerskating rink, amphitheater/fire ring, space station ("teepee"), and their interlinking spaces.  Funds totaling  $653,606 available through Proposition 12 were budgeted in FY 2001/2002 for the planning phase and in FY 2002/2003 for the construction phase of this project. 

 

DISCUSSION

 

Staff met with the near neighbors and members of the Lakewood Village Neighborhood Association to determine the most desired improvements for the area of this project.  Improvements to the roller skating rink, the space station and addition of a water play feature in the inter-linking areas were ranked highest with construction of a sand volleyball court next in order of public opinion.  The public also expressed strong support to retain the fire pit for use by youth organizations. 

Therefore, bid specifications were prepared by Public Works and Purchasing staff.  The bid was structured as a Base Bid, including construction of drainage equipment, a mow band for the fire ring area, prefabricated gazebo, skate ramps, water play equipment, paving, steps, walls, curbs, site furnishings and irrigation and planting, and two Additive Alternates.  Additive Alternate #1 consists of construction of a sand volleyball court, and Additive Alternate #2 consists of an extended landscape maintenance period.

The Notice Inviting Bids was published in The Sun on November 19, 2003.  The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia procurement network.  Twenty-nine contractors requested bid documents. 

Sealed bids were publicly opened on December 17, 2003; and four responsive bids were received:

Staff recommends acceptance of the Base Bid and Alternative #1 (the Sand Volleyball Court) from HRB Construction, Inc., the lowest responsive and responsible bidder. 

Additive Alternate #2 is not recommended, as it is not seen as a good value for the cost.  It should be noted, no additional funding is required to cover the operating costs of either the Base Bid or any Additive Alternates items.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Funds for this project are available in Infrastructure Project #819740 - Lakewood Recreational Facilities, which is supported by Proposition 12.

 

RECOMMENDATION

It is recommended that Council:

1. Award a contract (Base Bid and Alternative #1 only), in substantially the same form as the attached draft and in the amount of $478,034 to HRB Construction, Inc., for the Lakewood Park Improvements Project; and

2. Approve a project contingency in the amount of $71,705.
