SUBJECT: Extension of Communication Officers Association (COS) Memorandum of Understanding (MOU) for One Year through December 31, 2004
REPORT IN BRIEF
Tentative agreement has been reached with the Communication Officers Association (COA) regarding the current Memorandum of Understanding (MOU) which was due to expire on December 31, 2003. If approved by Council, this agreement will extend the expiration date of the existing MOU through December 31, 2004. COA general membership ratified this agreement on January 30, 2004.
BACKGROUND
The City received formal notice from COA on August 8, 2003 requesting that the current contract be extended for a one-year period. Representatives of the City and COA have discussed this offer and have agreed to recommend to the City Council to adopt the COA offer and extend the current COA MOU through December 31, 2004.
DISCUSSION
Negotiators from the City and COA normally spend a considerable amount of money and time negotiating contracts (MOUs). Extending this agreement for one year defers these costs to 2004.
FISCAL IMPACT
There are no new or additional costs associated with the contract extension; however, COA remains eligible for salary increases and/or changes in the City’s contribution towards health insurance based on the link to the Public Safety Officers Association (PSOA) contained in the COA MOU.
PUBLIC CONTACT
Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.
ALTERNATIVES
1. Adopt the one-year extension of the COA MOU, extending the contract through December 31, 2004.
2. Do not adopt the extension of the COA MOU contract, and direct staff to enter into full scope negotiations with COA.
RECOMMENDATION
Staff recommends Alternative #1; Adopt the one-year extension of the COA MOU, extending the contract through December 31, 2004.
