A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE APPROVING MATCHING CONTRIBUTION TO EMPLOYEE DONATIONS FOR DEFERRAL OF LAYOFFS AND BUDGET MODIFICATION NO. 29

WHEREAS, on January 27, 2004, Council approved a voluntary donation by City employees of accrued vacation, paid time off, or paid leave in order to provide funding to defer layoffs and/or extend COBRA benefits for a total of eight employees scheduled for layoff on January 31, 2004, and one (1) employee scheduled for layoff on February 6, 2004; and

WHEREAS, Council further authorized the City to match funds on a 50/50 basis between employee donations and City contributions to defer the layoffs to a maximum City Contribution of $40,525; and

WHEREAS, between January 27 and February 5, 2004, one employee retired, two employees transferred to other City full-time positions, and the Department of Employment Development provided funding for two employees until February 14, 2004, and the four remaining employees last working day was January 30, 2004; and

WHEREAS, staff recommends that Council approve the appropriation of $7,306.71 from the Non-Recurring Events Reserve in the General Fund to provide matching funds of 50% toward the cost to defer the layoff of the four affected remaining employees until February 14, 2004.

          NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SUNNYVALE that it authorizes the appropriation of $7,306.71 from the Non-Recurring Events Reserve in the General Fund to provide matching funds of 50%.
