SUBJECT: Authorization to Amend an Existing Contract for Design and Construction Support Services for the Gresham Avenue and Cypress Avenue Water Main Replacement Project (#F0312-39)

REPORT IN BRIEF

Approval is requested to amend an existing contract with Nolte Associates, Inc., of San Jose for the Gresham Avenue and Cypress Avenue Water Main Replacement Project for the Department of Public Works Engineering Division Project Administration (Project UW-03/01-04).

BACKGROUND

On November 3, 2003, a $48,392 contract was awarded to Nolte Associates, Inc., for design and construction support services for the Gresham Avenue and Cypress Avenue Water Main Replacement Project (professional design services in the amount of $40,392 and design contingency not to exceed $8,000).  The scope of services includes the preparation of construction cost estimates and schedules, lists of equipment and material submittals, support during bidding and construction of the project, and the preparation of record drawings.

DISCUSSION

While preparing for the design of this project, it was discovered that the water main on Britton Avenue, which borders on the current project, is also in need of replacement.  Staff has determined that the most economical approach to replacing the water mains on Gresham, Cypress and Britton Avenues is to consolidate the work into a single project.  This will increase the amount of the original design contract by $8,000, thus requiring Council approval.

FISCAL IMPACT 

Total amended project costs are as follows:
Design and construction support	$48,492
Optional services, if approved in advance by the Director of Public Works	Not-to-exceed    $8,000
Total Cost not to exceed	$56,492

Funds are available in Infrastructure Projects 822850 - Water Line Replacement - Gresham Avenue and 822860 - Water Line Replacement - Cypress Avenue.

RECOMMENDATION

It is recommended that Council authorize the amendment of an existing contract with Nolte Associates, Inc., to provide design and construction support services for the replacement of water mains at Gresham, Cypress and Britton Avenues at a total cost not to exceed $56,492.
