A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE APPROVING A VOLUNTARY LEAVE DONATION PROGRAM FOR FY 2003-2004 RELATED TO LAYOFFS JANUARY/FEBRUARY 2004
WHEREAS, as a result of the State of California's budget crisis and the reduction in the amount of funds the City will receive from the State, certain probationary, regular and long-term provisional employees will be affected by layoffs caused by the current fiscal situation; and
WHEREAS, the City desires to provide assistance to affected employees to the extent it is able, and certain funds are available from the Non-Recurring Events Reserve in the General Fund to a maximum of $40,525; and
WHEREAS, a Voluntary Leave Donation Program has been recommended so that full-time and regular part-time employees may volunteer to donate accrued vacation, paid time off (PTO), or take paid leaves of absence, to defer the layoff and/or to extend COBRA benefits for a total of nine (9) employees, including eight (8) employees in the Department of Employment and Development scheduled for layoff on January 31, 2004, and one (1) employee in the Department of Public Works scheduled for layoff on February 6, 2004; and
WHEREAS, a further recommendation has been made that the City match funds on a 50/50 basis between employee donations and City contributions to defer the layoff of the affected employees, to a maximum City contribution of $40,525;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SUNNYVALE that the Voluntary Leave Donation Program is hereby approved and authorizes the following:
1. The voluntary donation by City employees of accrued vacation, paid time off (PTO) or paid leave in order to provide funding to defer the layoff and/or to extend COBRA benefits of nine (9) employees, including eight (8) employees in the Department of Employment and Development scheduled for layoff on January 31, 2004, and one (1) employee in the Department of Public Works scheduled for layoff on February 6, 2004;
2. The City to match funding on a 50/50 basis to a maximum City contribution of $40,525.
