SUBJECT: City Council appointment of representative to the Santa Clara County Cities Association (SCCCA) Joint Economic Development Policy Committee

REPORT IN BRIEF

On July 8, 2004, the SCCCA Board approved the formation of a new standing Committee: the Joint Economic Development Policy Committee (JEDPC). The SCCCA Board requests that the City Council designate the Mayor or other appointed Councilmember as the City of Sunnyvale representative on the JEDPC. The attached memo from the SCCCA Ad Hoc Economic Development Committee outlines the starting position of this committee (Attachment A).

BACKGROUND

The JEDPC will focus on economic development policies and work with business representatives to provide recommendations to the SCCCA Board. The Committee will be composed of one representative from each of the 15 cities in Santa Clara County, 15 business representatives, one county representative, and representatives from Joint Venture Silicon Valley, the San Jose/Silicon Valley Chamber of Commerce, and the Silicon Valley Manufacturing Group.

Joint Venture Silicon Valley will staff this subcommittee with supplemental support from the Silicon Valley Economic Development Alliance (SVEDA). SVEDA is a professional organization composed of economic development professionals throughout the Silicon Valley. Karen Davis, Economic Development Manager in the City of Sunnyvale's Community Development Department, is co-chair of SVEDA.

The City Council annually appoints Councilmembers to a variety of

intergovernmental committees in order to represent the City's interests and to influence policies and regulations of other agencies. The City Council also ratifies appointments made by other organizations. Attachment B is a list of the current City Council IGR assignments. If City of Sunnyvale staff support to the Council-appointed JEDPC representative is requested, it will be provided by Karen Davis.

EXISTING POLICY

Goal 7.3C - Participate in intergovernmental activities, including national, state and regional groups, in order to represent the City's interest, influence policy and regulations, and enhance awareness.

DISCUSSION

The SCCCA was established in 1990 through a joint powers agreement to develop an effective means to represent the interests of the diverse cities within Santa Clara County in their dealings with other agencies and levels of government. It also functions as a source of education, information, and networking for elected officials. It is governed by a board of directors with one representative from each city. The City pays dues of approximately $6,000 per year to the SCCCA. Currently there are three Councilmembers who sit on various SCCCA Committees:

    • Cities Selection Committee
  • Vice Mayor Chu
    • Alternate Board Representative
    • Legislative Action Committee
  • Councilmember Miller
    • Board Representative

FISCAL IMPACT

There is no fiscal impact to this report.

PUBLIC CONTACT

Public contact was made through posting of the Council agenda in public places, on the City’s web page, and the publication of the general business/public hearing items in the San Jose Mercury News.

ALTERNATIVES

  1. Council appoints Mayor Howe as the Sunnyvale representative on the JEDPC.
  2. Council appoints another Councilmember besides Mayor Howe as the Sunnyvale representative on the JEDPC.
  3. Council does not appoint a representative on the JEDPC.
  4. Other action as directed by Council.

RECOMMENDATION

Staff recommends Alternatives 1 or 2.
