SUBJECT: Acceptance of Donation for Traffic Calming Efforts and Budget Modification No. 28 

REPORT IN BRIEF

The City has received a donation in the amount of $ 20,000 for traffic calming from The Riding Group, a local land development company.  This donation was given in response to resident concerns voiced during the approval process of a recent residential development project.  These funds are not intended for project mitigation or any specific location, and therefore will be used for general implementation of traffic calming.  A new capital project will be established to facilitate expenditure of these funds.

 

EXISTING POLICY

 

Fiscal Sub-Element 7.1A, Maintain and enhance the City’s revenue base.

Land Use and Transportation Element N1.5.2 Utilize the City’s residential neighborhood “Traffic Calming” techniques to address specific neighborhood traffic concerns. 

 

DISCUSSION

 

The City’s Administrative Policy lays out procedures for accepting donations.  This donation falls within acceptable practice as stated by the Administrative Policy.  The proper administrative procedures have been followed governing acceptance of the funds.  At this time, a budget modification is required to appropriate the funds into the budget.  Staff is recommending budgeting the funds as a capital project because of the nature of traffic calming improvements, and to allow flexibility in the timing of expenditure of the funds.

Staff recommends Council approve Budget Modification No. 28 and appropriate the $20,000 donation from The Riding Group into a new capital project.

ALTERNATIVES

 

1. Approve Budget Modification No. 28 and appropriate the $ 20,000 donation into a new capital project for traffic calming.

 

2. Do not approve the budget modification and forego the donation of funds.
