SUBJECT: Revised 2004 Schedule for Community Development Department Study Issues

 

BACKGROUND

At its meeting of April 27, 2004 the City Council added two additional study issues for Community Development Department. Staff indicated that a revised Council Agenda Calendar (schedule) would be prepared for the nine Community Development Department study issues. The two new items and four of the seven previously scheduled items have new/revised completion dates.

  

DISCUSSION

 

The following table lists the nine Study Issues which City Council directed the Community Development Department to undertake in 2004. The previous and proposed council hearing dates are indicated on the table.

 

Staff has identified that a previously anticipated budget modification of $75,000 (for the study titled “Clarify CEQA for Heritage Preservation”) is no longer being requested. It was originally thought that a generic mitigation program established through an EIR would streamline the consideration of demolition of designated heritage resources; however, this approach would not be legally adequate and therefore consultants will not be hired to prepare the EIR. Instead, staff is proceeding with the study so that the City codes are updated and property owners are advised of their rights and obligations. The revised schedule reflects this approach.

 

The revised schedule is on the following page.  This time line assumes full staffing in the Planning Division during the calendar year.

FISCAL IMPACT

The change of schedule for the study issues was done with consideration of resources in the Community Planning and Office of City Attorney budgets and will have no fiscal impact.

 

PUBLIC CONTACT

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.

RECOMMENDATION

Accept the revised schedule provided above.
