SUBJECT: Award of Bid No. F0408-08 for the Reconstruction of Curbs, Gutters, Sidewalks and Driveways Throughout Sunnyvale
REPORT IN BRIEF
Approval is requested for the award of a contract to JJR Construction, Inc., of San Mateo for the reconstruction of various curbs, gutters, sidewalks, and driveways for the Department of Public Works Engineering Division Project Administration (Project #ST-04/02-05).
BACKGROUND
The repair, replacement and reconstruction of concrete curbs, gutters, sidewalks and driveways throughout the City is regularly scheduled work. Sites requiring repair and/or replacement are identified and prioritized by the Department of Public Works Urban Landscape Division on an ongoing basis.
DISCUSSION
Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on September 1, 2004. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through DemandStar by Onvia procurement network. Three contractors requested bid documents.
Sealed bids were publicly opened on September 15, 2004. Three responsive bids were received.

Staff recommends acceptance of the bid from JJR Construction, Inc., the lowest responsive and responsible bidder. The difference in cost between the engineer’s estimate and the low bid is due to increasing costs for concrete. The huge Public Works projects in Mainland China and ongoing construction in the Pacific Rim in general has impacted concrete cost and availability.
Nevertheless, funds are available for this project only in the amount of $526,000. The City of Sunnyvale Standard Specifications for Public Works Construction allows reductions in the amount of work provided the total dollar value of such changes does not exceed 25 percent of the contract price.
Public Works staff recommends reducing the sidewalk/driveway work from the bid amount of 29,000 square feet to 26,300 square feet and curbs and gutters from the bid amount of 7,300 linear feet to 6,628 linear feet. This will reduce the cost of services from the bid amount of $574,568 to $525,945, a reduction of 8.46 %.
A determination was made that this project will have no signification effect on the environment in accordance with CEQA guidelines for categorically exempt projects.
FISCAL IMPACT
Construction costs will not exceed $525,945.
Funds for this project are available in Department of Public Works Activities 217300 – Sidewalk Replacement by Contract and 217310 – Curb and Gutter Replacement by Contract and Special Project 820631 – ADA Curb Retrofit.
RECOMMENDATION
It is recommended that Council award a contract, in substantially the same form as the attached draft and in an amount not to exceed $525,945, to JJR Construction, Inc., for the reconstruction of various curbs, gutters, sidewalks and driveways.
