The City Council met in a study session at City Hall in the West Conference Room, 456 West Olive Avenue, Sunnyvale, California on August 24, 2004 at 7:08 p.m. with Vice Mayor Dean Chu presiding.

Study Session Summary:
I. Origin of Study Session
Staff noted that this study session was requested by the Mayor to present an update on the SMaRT Station.
II. SMaRT Station Operations:
Staff presented the diversion rates for the SMaRT Station for FY 2003/04. Incoming garbage is still on the decrease, although the rate of decrease has slowed. Diversion of garbage was at 18.3%, and with recyclables added the overall facility diversion rate was 31.6%. Gross recycling revenues were $3.7 million.
III. Current Issues:
Staff briefly described the current status of the following issues:
· Labor situation
· Prevailing Wage
· City of Palo Alto Proposed Environmental Services Center (ESC)
· Residential recyclables collection, processing and marketing
IV. Questions:
Staff responded to questions from Council members.
Guests from the City of Palo Alto presented an overview of Palo Alto’s action steps to assess the proposed ESC project.
Regarding labor situation at the SMaRT Station, Mayor Howe asked the City Manager to continue to keep the Palo Alto and Mountain View city managers informed of developments in a timely manner.
Council and staff responded to a question from the public regarding Sunnyvale’s plans for the SMaRT Station post-2021, when the 3-Cities MOU expires.
