SUBJECT: Annual Membership Dues for Intergovernmental Associations

REPORT IN BRIEF

Invoices for the FY2004/05 membership dues have been received from the League of California Cities (LCC) Peninsula Division and the Santa Clara Cities Association (SCCCA) (Attachments A and B.) The LCC Peninsula Division invoice is in the amount of $100, which is the same amount as the prior year. The SCCCA invoice is in the amount of $6,300, which is a $300 increase from the prior year. Staff recommends payment of the LCC Peninsula Division and the SCCCA dues for FY2004/05.

BACKGROUND

The League of California Cities (LCC) is the statewide organization representing the interests of city governments before the State legislature. The Peninsula Division is a division of the organization that represents all the Cites extending from San Jose to San Francisco located on the San Francisco Bay Peninsula. LCC provides a number of conferences, training services and publications such as: weekly Legislative Bulletins, League Newsletters, Western City Magazine, Employee Relations information and training.

The Santa Clara County Cities Association (SCCCA) was created in 1990 through a joint powers agreement to develop an effective means to represent the interests of the diverse cities within Santa Clara County. A Board of Directors governs it, with one representative from each city.

EXISTING POLICY

General Plan Goal 7.3.C: Participate in intergovernmental activities, including national, state, and regional groups, in order to represent the City's interest, influence policy and regulations, and enhance awareness.

DISCUSSION

Traditionally, the City Council has approved annual membership dues payments to organizations which have been identified as providing support and service to local governments. Two invoices have been received for the period of July 1, 2004, through June 30, 2005: from the League of California Cities (LCC) Peninsula Division in the amount of $100, and from the Santa Clara County Cities Association (SCCCA) in the amount of $6,300. In January of 2004, a dues payment in the amount of $23,755 for the 2004 LCC organization membership dues was paid.

The City of Sunnyvale has been actively involved with the LCC. Several City directors and Councilmembers have served on policy committees and have worked closely with the LCC on a variety of projects including transportation funding for cities, fiscal reform, and binding arbitration for public safety officers. Councilmembers currently serve on the following LCC Committees:

  • Vice Mayor Dean Chu, Committee on Environmental Quality
  • Councilmember Julia Miller, Peninsula Division President, Employee Relations Policy Committee and Ethics & Education Task Force.
  • Councilmember Ron Swegles, Housing & Community Development Policy Committee

The SCCCA serves as a unified voice for all fifteen cities in the County in their dealings with other agencies, organizations, and levels of government. As the advocate for local cities, it monitors legislative activity in Sacramento and represents the cities on issues of particular concern. The SCCCA coordinates with the Santa Clara County City Selection Committee to make appointments to countywide and regional organizations. The SCCCA also functions as a source of education, information, and networking for elected officials. Board meetings are generally the second Thursday of the month at Sunnyvale City Hall. The SCCCA has a Legislative Action Committee to review legislation and make recommendations to the board of directors. Meetings are on the fourth Thursday of the month at 5:30 at Sunnyvale City Hall. Councilmembers currently serve on the following SCCCA Committees:

  • Mayor John Howe, Cities Selection Committee and Joint Economic Development Policy Committee (JEDPC)
  • Vice Mayor Dean Chu, Board Representative, Alternate and Legislative Action Committee
  • Councilmember Julia Miller, Board of Directors Representative

FISCAL IMPACT

No impact; funds for these dues are included in Program 739 in the approved FY2004/05 budget.

PUBLIC CONTACT

Public contact was made through posting of the Council agenda in public places, on the City’s web page, and the publication of the general business/public hearing items in the San Jose Mercury News.

ALTERNATIVES

1. Pay the FY2004/05 membership dues for the following: LCC Peninsula Division in the amount of $100; SCCCA dues in the amount of $6,300.

2. Pay dues to one of the organizations, but not both.

3. Do not pay the FY2004/05 membership dues.

4. Other action as directed by Council.

RECOMMENDATION

Staff recommends Alternative #1, pay the FY2004/05 membership dues to the LCC Peninsula Division and the SCCCA.
