SUBJECT: Award of Contract to Resurface Sixteen Tennis Courts at the Las Palmas Tennis Center (04-002)

REPORT IN BRIEF

Approval is requested for the award of a contract to National Resurfacing Company, Inc. of Emeryville to resurface sixteen tennis courts at the Las Palmas Tennis Center for the Department of Parks and Recreation.

BACKGROUND

Routine maintenance of the Las Palmas Tennis Center includes resurfacing all sixteen tennis courts to eliminate deterioration from normal wear and tear.    Resurfacing involves removing the existing nets, filling all surface depressions, applying a resurfacing compound followed by a sealer, repainting the playing lines, and reinstalling the nets.  Tennis court resurfacing is ordinarily required every six years.  Typically, resurfacing takes only one day per court; and work is staggered so that several courts are available at any given time.

The courts were last resurfaced in 1998, and they are now in need of repair.  The work must be completed before the end of October 2004 to accommodate the Center's schedule and to be completed before the winter season.

DISCUSSION

Bid specifications were prepared by Parks and Recreation and Purchasing Division staff.  Bid documents were directly distributed to the two known tennis court resurfacing contractors in this area.  In addition, the bid package was broadcast to other potential contractors through the DemandStar by Onvia public procurement network.   Six contractors requested bid documents.

Sealed bids were publicly opened on August 20, 2004.  One responsive bid was received from National Resurfacing Company, Inc. of Emeryville in the amount of $53,424.  Staff has determined that bid pricing is reasonable and recommends accepting the bid from National Resurfacing Company, Inc. 

FISCAL IMPACT

Total cost to the City will be $53,424.  Funds are available in Parks Infrastructure Project 800451 - Sunnyvale Tennis Center Resurfacing.

RECOMMENDATION

It is recommended that Council award a contract, in substantially the same form as the attached draft Purchase Order and in the amount of  $53,424, to National Resurfacing Company, Inc., to resurface sixteen tennis courts at the Las Palmas Tennis Center.
