SUBJECT: Recommendation to Sunnyvale City Council to Approve Confirmation of New Members to the NOVA Workforce Board
REPORT IN BRIEF
The NOVA Workforce Board Nominating Committee is recommending confirmation of the following individuals to the NOVA Workforce Board:
Mr. Stephen Remmel, Senior Director
Agilent Technologies
Ms. Mary Schuppert, Senior Director
Spherion Corporation
The NOVA Workforce Board Nominating Committee is comprised of Sunnyvale City Council member (Hon. Julia Miller), the Co-Chairperson of the NOVA Workforce Board (Mr. Rich Allen), and a representative from a consortium city chamber of commerce. For this round, the Executive Director of the Milpitas Chamber of Commerce (Ms. Gaye Morando) served this role. The Nominating Committee is charged with the responsibility of recommending candidates to the NOVA Workforce Board, for confirmation by the Sunnyvale City Council.
The Nominating Committee is recommending Mr. Stephen Remmel and Ms. Mary Schuppert for four-year terms on the NOVA Workforce Board.
BACKGROUND
The Workforce Investment Act (WIA) of 1998 stipulates the composition, roles and responsibilities of the local workforce board. The local workforce board is appointed by the chief local elected official (Sunnyvale City Council for the NOVA Consortium). The local workforce board determines how many seats are on the board, and it is required to have a majority of representatives from business and representation from at least the following stakeholders:
• Business Executives (majority and chair)
• Education providers
• Labor Organizations
• Community-based Organizations
• Economic development agencies
• One-Stop partners
EXISTING POLICY
The proposed activities are consistent with the City of Sunnyvale's Socio-Economic Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.
DISCUSSION
The NOVA Workforce Board Nominating Committee is recommending Mr. Stephen Remmel and Ms. Mary Schuppert to fill business sector seats on the Board with important bioscience and workforce development expertise.
ABOUT THE CANDIDATES
Mr. Stephen Remmel, Senior Director
Agilent Technologies
Agilent Technologies is an industry leader in biochemical measurement systems and electronic and semiconductor products employing over 28,000 individuals worldwide (7,000 individuals locally). As Senior Director of Human Resources for Agilent’s Global Infrastructure Organization, Mr. Remmel is responsible for establishing and implementing global workforce strategies for all functions and services that support Agilent’s businesses in 40 countries. Mr. Remmel brings to the Board over 18 years of exceptional experience in human resources in the local business community, particularly in the demand-driven bioscience industry, with diverse expertise valuable to NOVA in the area of talent assessment, leadership development and strategic consulting.
Ms. Mary Schuppert, Senior Director
Spherion Corporation
Founded 60 years ago, Spherion is a pioneer in the staffing industry offering value-add staffing, recruiting and workforce solutions to over 7000 clients with the majority representing Fortune 100 companies. Spherion employs 300,000 individuals worldwide (15 employees locally). As Senior Director of the Human Capital Consulting Group, Ms. Schuppert is responsible for coaching individuals through successful career transitions, facilitating customized career transition programs for culturally diverse populations at all levels in an organization, and managing career management centers. Ms. Schuppert brings to the Board over 20 years of experience in the human resource field with expertise in organizational and workforce development and extensive knowledge of workforce issues challenging today’s Silicon Valley industries.
These appointments comply with the requirements of the Workforce Investment Act.
FISCAL IMPACT

CONCLUSION
The NOVA Workforce Board Nominating Committee is recommending appointment of two individuals, Mr. Stephen Remmel and Ms. Mary Schuppert, to the NOVA Workforce Board for four-year terms. Mr. Remmel, Senior Director for Agilent Technologies will bring to the Board 18 years of extensive experience and expertise in workforce strategies in the high demand-driven bioscience industry. Ms. Schuppert, Senior Director for Spherion Corporation brings to the Board over 20 years of experience and expertise in the staffing industry developing workforce solutions to address challenging issues facing today’s Silicon Valley companies.

ALTERNATIVES
(1) Confirm the two candidates recommended by the NOVA Workforce Board Nominating Committee for the NOVA Workforce Board.

RECOMMENDATION
The NOVA Workforce Board Nominating Committee recommends that the Sunnyvale City Council approve Alternative #1 and confirm Mr. Stephen Remmel and Ms. Mary Schuppert for four-year terms on the NOVA Workforce Board.
