SUBJECT: Boards and Commissions Quarterly Attendance – Information Only
REPORT IN BRIEF
Attached are the Boards and Commissions Quarterly Attendance Reports for the period of Winter 2005. Those members with substandard attendance have been highlighted and identified in this report. Substandard attendance is defined as attendance less than 75% of regularly scheduled meetings and/or two consecutive unexcused absences in the past twelve months. The Attendance Report also reflects meetings cancelled due to lack of a quorum.
Attached is a compilation of the attendance reports from all of the Boards and Commissions. Board and Commission members attended a total of 225.94 hours during this period, with the exception of the Board of Building Code Appeals, which did not have any meetings in the past four quarters. The Bicycle and Pedestrian Advisory Committee reported that one meeting was cancelled due to lack of a quorum.
BACKGROUND
The report has identified the quarters as:
Winter (January 1 – March 31)
Spring (April 1 – June 30)
Summer (July 1 – September 30)
Fall (October 1 – December 31)
EXISTING POLICY
When substandard attendance problems are identified, the Mayor may send letters on behalf of the Council to note the attendance problem and ask for improved attendance (Council Policy 7.2.9). The letter may also advise the Board or Commission member of the Charter and Council policies on consecutive absences. Consistent with Section 1005 of the Charter, if a member has three consecutive unexcused absences from regularly scheduled meetings, the Council will declare the member’s seat vacant.
DISCUSSION
Over the last four quarters, the following substandard attendances were noted:
· Ralph Durham, Bicycle and Pedestrian Advisory Committee member, had four excused absences out of ten meetings since he began his term last July.
· Virginia Runion, Bicycle and Pedestrian Advisory Committee member, has four excused and two unexcused absences out of ten meetings since her term began last July.
· Roland Wanigatunga, Library Trustee, had five excused absences out of 13 meetings.
· Jevons Carole, Child Care Advisory Board member, had two excused absences out of six meetings.
· Hilal Ozdemir, Child Care Advisory Board member, had two excused absences out of six meetings.
· Predeep Joshi, Housing and Human Services member, had four excused absences out of 13 meetings.
· Frank Agabah, Personnel Board member, had three unexcused absences out of eight meetings.
The Housing and Human Services Commission reported truancies by some of its members. A copy of this report is filed in the City Clerk’s office.
Per Council Policy, a letter will be prepared by the Clerk’s office to those members exhibiting substandard attendance, for the Mayor’s signature.
