Subject:       Request to Reconsider Approval of Minutes of Regular Meeting of August 16, 2005

At the request of Irene Dulfer, President of Oasis Mobilehome Association, staff  suggests that Council reconsider its approval of the minutes of the August 16, 2005 meeting as indicated below in legislative format:

CITIZENS TO BE HEARD

Irene Doulfer, President of the Oasis Mobilehome Association, informed Council that the residents of the park were not given an opportunity to select a third appraiser and that Centex had obtained a court order appointing a third appraiser from Kansas who is not licensed in the State of California.  She stated that Centex’ appraiser did not use correct information or a mobile home appraisal form.  and has failed to use the correct information and forms and is  She indicated her concern that the process will result in “lowballing” the appraisals.   Ms. Doulfer and staff responded to questions from Council regarding:  the selection process for the third appraiser; the events that led up to the court order; and the City’s ordinance requirements.  Council requested that the City Attorney look into the matter and report back to them.
