SUBJECT: Annual Membership Dues for Intergovernmental Association
REPORT IN BRIEF
An invoice for the FY2005/06 membership dues has been received from the League of California Cities (LCC) Peninsula Division (Attachment A). The LCC Peninsula Division invoice is in the amount of $100 which is the same amount as the prior year. Staff recommends payment of the LCC Peninsula Division dues for FY2005/06.
BACKGROUND
The League of California Cities (LCC) is the statewide organization representing the interests of city governments before the State legislature. The Peninsula Division includes 36 cities in San Francisco, San Mateo, and Santa Clara counties. LCC provides a number of conferences, training services and publications such as: weekly Legislative Bulletins, League Newsletters, Western City Magazine, Employee Relations information and training.
EXISTING POLICY
General Plan Goal 7.3.C: Participate in intergovernmental activities, including national, state, and regional groups, in order to represent the City's interest, influence policy and regulations, and enhance awareness.
DISCUSSION
Traditionally, the City Council has approved annual membership dues payments to organizations which have been identified as providing support and service to local governments. An invoice has been received for the period of July 1, 2005, through June 30, 2006: from the League of California Cities (LCC) Peninsula Division in the amount of $100. In January of 2005, a dues payment in the amount of $24,705 for the 2005 LCC organization membership dues was paid.
The City of Sunnyvale has been actively involved with the LCC. Several City directors and Councilmembers have served on policy committees and have worked closely with the LCC on a variety of projects including transportation funding for cities, fiscal reform, and binding arbitration for public safety officers. Councilmembers served on the following 2005 LCC Committees:
· Mayor Dean J. Chu: Transportation, Communications and Public Works Committee
· Vice Mayor Ron Swegles: Housing, Community and Economic Development Policy Committee
· Councilmember Julia Miller: Peninsula Division, Past President, and Employee Relations Policy Committee
FISCAL IMPACT
No impact; funds for these dues are included in Program 739 in the approved FY2005/06 budget.
PUBLIC CONTACT
Public contact was made through posting of the Council agenda in public places, on the City’s web page, and the publication of the general business/public hearing items in the San Jose Mercury News.
ALTERNATIVES
1. Pay the FY2005/06 membership dues for the LCC Peninsula Division in the amount of $100.
2. Do not pay the FY2005/06 membership dues.
3. Other action as directed by Council.
RECOMMENDATION
Staff recommends Alternative #1, pay the FY2005/06 membership dues to the LCC Peninsula Division.
