SUBJECT:  Recommendation to Sunnyvale City Council to Approve Temporary City Council Assignment to NOVA Workforce Board Nominating Committee

REPORT IN BRIEF

The NOVA Workforce Board Nominating Committee is comprised of a Sunnyvale City Council member, a Co-Chairperson of the NOVA Workforce Board, and a representative from the consortium cities chambers of commerce.  The Nominating Committee is charged with the responsibility of recommending candidates to the NOVA Workforce Board, for consideration by the Sunnyvale City Council.

For the past several years, Sunnyvale City Council member Julia Miller filled the City Council seat on the NOVA Workforce Board Nominating Committee.  With Council member Julia Miller stepping down, a vacancy has been created for the remainder of this calendar year. 

The City Council intergovernmental committee appointments are usually not made until January, which creates a difficulty for the NOVA Workforce Board in filling critical seats on the Board in a timely manner. NOVA currently has several pending candidates for the Board and it would be desirable to determine their appointment in December so that they can fully participate in the NOVA Workforce Board annual retreat scheduled for January 25, 2006.  Staff understands that Council member Melinda Hamilton has expressed an interest in serving on this committee.

Staff is recommending that the Sunnyvale City Council make a temporary appointment of Council member Melinda Hamilton to the NOVA Workforce Board Nominating Committee for the month of December.

BACKGROUND

The Workforce Investment Act (WIA) of 1998 stipulates the composition, roles and responsibilities of the local workforce board. The local workforce board is appointed by the chief local elected official (Sunnyvale City Council serves as this for the seven city NOVA Job Training Consortium).  The local workforce board determines how many seats are on the board, and it is required to have a majority of representatives from business and representation from at least the following stakeholders:

  • Business Executives (majority and chair)
  • Education providers
  • Labor Organizations
  • Community-based Organizations
  • Economic development agencies
  • One-Stop partners

EXISTING POLICY

The proposed activities are consistent with the City of Sunnyvale's Socio-Economic Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.

DISCUSSION

The process for nominating individuals to serve on the NOVA Workforce Board, established by the Sunnyvale City Council, is to have candidates go before a nominating committee made up of a member of the Sunnyvale City Council, a Co-Chairperson from the NOVA Workforce Board, and a representative from the consortium cities chambers of commerce.  The Nominating Committee is charged with the responsibility of recommending candidates to the NOVA Workforce Board, for consideration by the Sunnyvale City Council.  For the last several years, Council member Julia Miller represented the City Council on the Nominating Committee.

With Council member Miller stepping down from the Sunnyvale City Council, this seat on the NOVA Workforce Board Nominating Committee is vacant and would not ordinarily be filled until January when the Council makes its intergovernmental appointments.  The difficulty that this creates for NOVA this year is that we have several pending candidates for the Board and it would be desirable to determine their appointment in December so that they can go through an orientation and be able to fully participate in the NOVA Workforce Board annual retreat scheduled for January 25, 2006.  Staff understands that Council member Melinda Hamilton has expressed an interest in representing the Sunnyvale City Council on this committee.

Staff is recommending that the Sunnyvale City Council make a temporary appointment of Council member Melinda Hamilton to the NOVA Workforce Board Nominating Committee for the month of December.

FISCAL IMPACT

No fiscal impact.

CONCLUSION

Staff is recommending that the Sunnyvale City Council make a temporary appointment of the City Council member to the NOVA Workforce Board Nominating Committee to fill a City Council seat on this committee, for the month of December.  This temporary appointment is important in order to fill critical seats on the NOVA Workforce Board in a timely manner and before the NOVA Workforce Board annual retreat scheduled for January 25, 2006.

ALTERNATIVES

1) Make a temporary appointment of a Sunnyvale City Council member to the NOVA Workforce Board Nominating Committee for the month of December.

2) Do not make a temporary appointment of a Sunnyvale City Council member to the NOVA Workforce Board Nominating Committee for the month of December.

RECOMMENDATION

Staff recommends that the Sunnyvale City Council approves Alternative #1 and make a temporary appointment of Sunnyvale City Council member Melinda Hamilton to the NOVA Workforce Board Nominating Committee for the month of December.
