Definition of community building/engagement for Sunnyvale, identified benefits and risks, identified community building issues  uniquely Sunnyvale’s, and conducted best practice research.  Identified best practices.

Council concurred with staff.  Identified its role.  Directed staff to return to Council in Dec. 2002 with a report on options for gathering community input.
