SUBJECT:   AMENDMENT TO THE CLASSIFICATION PLAN AND SALARY RESOLUTION:  INTERNAL AUDITOR AND SENIOR INTERNAL AUDITOR

 

REPORT IN BRIEF

This report recommends amending the Classification Plan and Salary Resolution to include the classifications of Internal Auditor and Senior Internal Auditor.

 

DISCUSSION

The activities associated with the internal auditing function include examining the City’s financial records, systems, and departmental operations and performance programs and evaluating their efficiency, effectiveness, and compliance with management policies and procedures, laws, and government regulations.  Most important is the auditor’s examination and evaluation of the adequacy of internal controls to ensure that records are accurate and controls are adequate to ensure consistency with established objectives and goals.  As a result, incumbents assigned to perform the above duties are expected to be knowledgeable of theory and practices of accepted government auditing standards and principles.  Presently, funding is allocated at the Management Analyst and Senior Management Analyst levels for the performance of the auditing function.  However, the Management Analyst job descriptions do not describe the auditing duties and specialized knowledge needed to meet the current challenges placed on the auditing function.  Creating a new Internal Auditor series will depict properly the auditing functions and allow for a more customized future recruitment and selection process. 

 

FISCAL IMPACT

There is no additional impact to the fiscal year as funding for the positions has been allocated in the current budget.

ALTERNATIVES

1.      Approve inclusion of the new classifications into the City’s Classification Plan and Salary Resolution.

2.      Disapprove the new classifications.

 

RECOMMENDATION

Adopt Alternative 1; approve inclusion of the new classifications into the City’s Classification Plan and Salary Resolution.
