SUBJECT:     Award of Bid #F0403-40 to Upgrade the Heating, Ventilating and Air Conditioning Systems at the Sunnyvale Golf Course

 

REPORT IN BRIEF

Approval is requested for the award of a contract to Climate Masters of Saratoga to upgrade the heating, ventilating and air conditioning (HVAC) systems at the Sunnyvale Golf Course for the Department of Public Works Engineering Project Administration (Project No.PR-04/02-06).

 

BACKGROUND

This project involves the replacement of HVAC units that have reached the end of their useful life. The scope of work includes the replacement of two 5-ton capacity condensing units located on the roof, replacement of two air handling units located in the mechanical room, modifying ductwork serving the first floor to improve air distribution and relocating the thermostats to improve zone temperature control. The condensing units will be relocated at ground level outside to improve the system’s performance.

 

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on March 16, 2005. The bid package was distributed to the Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia procurement network. Eleven contractors requested bid documents.

 

Sealed bids were publicly opened on April 6, 2005. Seven responsive bids were received.

Staff recommends acceptance of the bid from Climate Masters, the lowest responsive and responsible bidder.

 

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Funds for this project are available in the Golf and Tennis Buildings – HVAC Infrastructure Project #820301.

 

RECOMMENDATION

It is recommended that Council:

1.         Award a contract, in substantially the same form as the attached draft and in the amount of $58,000, to Climate Masters of Saratoga for the Sunnyvale Golf Course

2.         HVAC Upgrade Project; and

3.         Approve a project contingency in the amount of $8,700.
