SUNNYVALE CITY COUNCIL

November 29, 2005

The City Council of the City of Sunnyvale met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California at 7:00 p.m., with Mayor Chu presiding.

 

SALUTE TO THE FLAG

Mayor Chu introduced the American Legion Color Guard for presentation of colors.

 

Mayor Chu led the salute to the flag. 

 

Mayor Chu introduced Senior Airman, Dan Olivas of the 561st Air Force Band who sang the National Anthem.

PUBLIC COMMENTS

  • Laura Babcock, representing the Sunnyvale Historical Society and Heritage Park Museum, announced they have reached their beginning construction goal of 1.6 million.  She stated that they still need to raise an additional $300,000 to finish the interior of the museum and will apply for Prop 40 funds and will find out results of that award in June 2006.
  • Mayor Chu stated that he wished to inform the public that there are revised Reports to Council for RTC #05-355 (Certification of 2005 General and Special Municipal Election Results) and RTC 05-356 (Selection of Mayor and Vice-Mayor for 2005/2006 term) available separately at the back of Council Chambers.  Mayor Chu confirmed that these Reports to Council have been revised to reflect the official final election results dated November 28, 2005 as provided by the Santa Clara County Registrar of Voters.

CONSENT CALENDAR

Mayor Chu made a motion to approve the consent calendar.

 

Vice Mayor Swegles moved and Councilmember Howe seconded the motion.

 

Motion passed unanimously.

Council adopted resolution certifying the results of the General and Special Municipal Election held on November 8, 2005.

Office Lease Renewal for the Department of Employment Development at 465 S. Mathilda Avenue

 

Council authorized the City Manager to execute the lease agreement for office space at 456 S. Mathilda Avenue for one year beginning January 1, 2006 with an option of an additional six months.

PUBLIC COMMENTS

 

Mei-Ling Shek-Stefan, a member of the public, spoke about her request to have the City consider a balanced wireless plan with citizen input.

 

Marie Kuykendall, a member of the public, announced that the Sunnyvale Chamber of Commerce will host a fundraiser/auction to benefit Sunnyvale’s Community Services on Thursday, December 8 from 5 p.m. to 7 p.m. at 725 Kifer Road.  She stated that the money assists Sunnyvale residents in need.

 

Mayor Chu closed the public comments section.

Mayor Chu recognized dignitaries in the audience.

OPENING COMMENTS

Recognition of Outgoing Councilmembers Julie Miller and Fred Fowler

 

 

Mayor Chu presented a plaque and gift to Councilmember Fowler for his eight years of service to the City.

 

Councilmember Fowler made a presentation and donation of his gift from the City to City Year San Jose. 

 

Presentations and accolades were presented to Councilmember Fowler by State Senator Elaine Alquist, a representative from Assemblywoman Sally Lieber’s office, and a representative from Congressman Mike Honda’s office.

 

Councilmember Fowler reflected on the accomplishments during his two terms.  He expressed gratitude for the opportunity to serve the citizens of Sunnyvale.  He thanked family, colleagues and friends who have assisted and supported him over the years he has served in office.

 

Councilmember Howe gave accolades to Councilmember Fowler and Councilmember Miller.

 

Mayor Chu presented a plaque and gift to Councilmember Miller for her eight years of service to the City.

OATH

Oath of Office for New Councilmembers-Elect John Howe, Anthony Spitaleri and Christopher Moylan

 

 

Jodi Howe administered the Oath of Office to Councilmember Elect Howe.

 

Superior Court Judge Eugene M. Hyman and Pat Castillo administered the Oath of Office to Anthony Spitaleri.

 

Santa Clara County Supervisor, Liz Kniss administered the Oath of Office to Christopher Moylan.

 

Mayor Chu announced that since a new Council had been seated, a retake of attendance was in order.

 

The City Clerk called the roll for attendance and all Councilmembers were present

 

Mayor Chu invited newly seated Councilmembers to make comments.

 

Councilmember Howe thanked his family, campaign committee, and his supporters.

 

Councilmember Spitaleri congratulated Councilmember Moylan and Councilmember Howe on their successful campaigns and stated that he is looking forward to working with the Council.  Councilmember Sptialeri thanked his family, campaign committee, and his supporters.

RTC 05-356

Selection of Mayor and Vice Mayor for the 2005-2006 Term

 

 

Katherine Bradshaw Chappelear, City Clerk, presented the staff report.

 

Mayor Chu opened nominations for the Office of Mayor.

 

Councilmember Hamilton nominated Vice Mayor Swegles to serve as Mayor for 2005-2006.

 

Vice Mayor Swegles accepted the nomination.

 

Vice Mayor Swegles was unanimously elected to the office of Mayor.

 

Master Sergeant Troy Swegles administered the oath of Office to Mayor-Elect Swegles. 

 

Mayor Swegles opened nominations for the office of the Vice-Mayor. 

 

Councilmember Hamilton nominated Councilmember Howe to serve as Vice Mayor for 2005-2006.

 

Councilmember Howe requested to forego the policy on seniority this year and declined the nomination.

 

Councilmember Lee nominated Councilmember Hamilton to serve as Vice Mayor for 2005-2006.  Councilmember Hamilton respectfully declined the nomination due to her outside obligations.

 

Councilmember Howe nominated Councilmember Lee to serve as Vice Mayor for 2005-2006.

 

Councilmember Lee accepted the nomination.

 

Councilmember Lee was unanimously voted to the office of Vice Mayor.

 

Senator Elanie Alquist administered the oath of Office to Vice-Mayor Elect Lee. 

 

Vice-Mayor Lee thanked Former Mayor Chu for his past leadership.

 

5.

COMMENTS

Recognition of Outgoing Mayor Dean Chu

 

 

Mayor Swegles presented Mayor Chu with a plaque displaying the agenda from his first meeting as Mayor.

 

Former Mayor Chu invited representatives from Northwest YMCA to join him at the podium.  He presented them with a donation of his gift from the City.

 

Former Mayor Chu stated it has been a pleasure and honor to assume the role of Mayor of Sunnyvale and fulfilled a life long dream.  He stated that the future of Sunnyvale is bright and moving forward.  Former Mayor Chu stated that one of his top priorities involved making local government easier to understand for local residents and businesses and to implement better communications practices.

 

Former Mayor Chu thanked City Manager Chu and all City Staff for doing the best each and every day.

 

Former Mayor Chu congratulated Mayor Swegles and Vice-Mayor Lee on their appointments.  He also thanked former Council colleagues Julia Miller and Fred Fowler for their contributions.

 

Former Mayor Chu thanked his wife Wilma and his family.

RTC 05-357

2005-2006 Seating Arrangements for City Council and Approval of Revised Council Policy 7.3.7

 

 

By unanimous consent, Council decided to select remaining seats based on seniority and votes received in his/her most recent election (for those with same time of service) rather than drawing lots.  Council seating arrangements for 2005-2006 were determined as follows (from left to right facing the dais): Councilmember Spitaleri, Councilmember Howe, Vice-Mayor Lee, Mayor Swegles, Councilmember Hamilton, Councilmember Chu, and Councilmember Moylan.

Mayor Swegles thanked his friends and family for attending.  He recognized his wife Gail and his family.  He further acknowledged Former Mayor Chu for his exemplary leadership and continuing to do outreach to business and the community over the past year.

 

Mayor Swegles thanked city staff and recognized them as the true heart of the City.  He stated that he did not wish to lay out his elaborate plan at this time; rather he wished to give a promise to make all who live in Sunnyvale proud, and continue to keep the City running as smoothly as possible.  He ended by welcoming the new Councilmembers to the Council team.

 

Mayor Swegles noted that he will be the first Mayor to offer a blog (a web site, where you can quickly post thoughts, and interact with those on the site) to the community.  The web address for Mayor Swegles blog is: asksunnyvalesmayor.blogspot.com to give ideas, pose questions, converse with the Mayor and/or each other.
