FINANCE TECHNICIAN

 

DEFINITION

 

Under general supervision, performs a variety of administrative and technical duties in support of one or more specialized areas of Finance, including but not limited to: finance administration, accounts payable and receivable, budgeting, and fiscal impact analysis.

 

DISTINGUISHING CHARACTERISTICS

 

Incumbents in this position perform a variety of administrative, technical and analytical duties of limited to moderate complexity within an assigned area of responsibility.  Assignments regularly require the use of independent judgment to make decisions,  and interpret and apply a wide range of policies and procedures related to the program area.  Standard procedures and practices are followed. This position is distinguished from the higher-level classification of Finance Analyst which is a professional level classification involving the performance of broader and more complex and/or specialized administrative and analytical duties in the assigned area(s) of responsibility.

 

ESSENTIAL FUNCTIONS

 

·         Assist in the development and implementation of programs, practices and procedures in support of the Finance Department operations.

·         Perform basic spreadsheet and related analyses to make mathematical calculations and queries, and identify financial trends. 

·         Provide technical assistance to employees and to Finance management on issues related to assigned responsibilities.

·         Assist in gathering information and making special studies or surveys, and make recommendations based on studies or surveys.

·         Make comparative analysis of minor phases of rules or procedures; interview or consult with others as appropriate.

·         Receive and respond to inquiries, requests and concerns from the public, under direction, in assigned areas of responsibility, and formulate appropriate responses and actions.

 

·         Establish and maintain departmental or program records, project budgets, files and other documentation. 

·         Prepare documents, reports, correspondence, and memoranda, in assigned areas of responsibility.

·         Assist in monitoring relevant budgets to identify trends and analyze trend impacts.

 

 

OTHER FUNCTIONS

 

·         May assist with and make formal presentations.

·         May coordinate special projects and/or projects of special events sponsored by the City.

·         Perform other duties, as required.

 

MINIMUM QUALIFICATIONS

 

Education and Experience

 

Any combination of education and experience equivalent to an Associate’s Degree in economics, accounting, finance, business, public administration or a closely related field and two years of relevant experience in one or more assigned areas of responsibility, or a relevant Bachelor’s Degree in one of the designated areas of study. Experience with a public agency is preferred.

 

Knowledge, Skills, and Abilities

 

Knowledge of:

 

·         Basic principles and practices of public administration and public budgeting/finance and the ability to apply fundamental concepts to practical applications;

·         Basic methods and procedures for research and statistical analysis and the ability to apply them;

 


Skill in:

 

·         Creating, maintaining and manipulating basic spreadsheets and databases;

·         Demonstrated ability to establish and maintain effective working relationships within and outside the work group, and serve as a liaison for the organizational unit; and

·         Demonstrated ability to effectively interpret; organize, and present information and ideas in written or presentation form.

 

Ability to:

 

·         Learn, interpret, and apply a wide variety of rules, regulations, contracts, policies and procedures;

·         Collect and compile a wide variety of standardized data;

·         Identify and obtain information from outside sources;

·         Reason logically, draw valid conclusions and make appropriate procedural recommendations;

·         Ability to speak effectively and write in a clear, concise form;

·         Establish and maintain cooperative working relationships with others;

·         Perform mathematical calculations with accuracy and speed;

·          Make independent decisions and exercise sound judgment;

·         Organize and plan work and projects including handling multiple priorities;

·         Operate standard office equipment such as typewriter, computer, telephone, facsimile machine, photocopier and other equipment;

·         Learn and utilize the City’s financial system databases to extract and analyze data;

·         Occasionally perform duties for periods longer than the normal eight-hour workday or more than five days per week, or both; and

·         Perform the essential functions of this classification.
