SUBJECT:      Amendment to the Schedule of Pay of the Salary Resolution:  Salary Adjustment for Pay Plan Category A (applies to Classified Public Safety Dispatchers-in-Training, Dispatchers, and Senior Dispatchers), and Pay Plan Category C (applies to Classified Public Safety Officers and Lieutenants)

 

REPORT IN BRIEF

This report recommends amending Sections 2.000 (Category A) and 2.200 (Category C) of the schedule of pay of the Salary Resolution to reflect the new pay rates for the following classifications, increased by the indicated percentages, effective retroactive to July 3, 2005:

 

2.82%      Public Safety Officer in Training, Public Safety Officer I, and Public Safety Officer II

2.78%      Public Safety Lieutenant

1.77%      Public Safety Dispatcher-in-Training, Public Safety Dispatcher, and Senior Public Safety Dispatcher

 

BACKGROUND

The 1997-2006 Memorandum of Understanding (MOU) with the Public Safety Officers Association (PSOA) provides for salary adjustments for Public Safety Officers and Public Safety Lieutenants.  Adjustments are to be based on the market survey data of total compensation for twelve (12) Bay Area cities and require that the City "provide such increase as needed to adjust the wages of Public Safety Officers and Public Safety Lieutenants eleven percent (11%) above" the survey averages of the top eight (8) agencies.  The calculations include the shared cost of the Employer Paid Member Contribution (EPMC) for PERS Retirement of 1.77% for the current year.  Ultimately, Sunnyvale’s new total compensation will equal the average market total compensation plus eleven percent (11%), and goes into effect retroactive to the first full pay period in July of each year. 

The 1999-2004 MOU with the Communication Officers Association (COA), which has been extended through December 31, 2005, provides that wages for employees represented by COA shall be set so that the 5th Step for Public Safety Dispatcher is 15.0% below the 5th Step for Public Safety Officer II, and that the wage for Step 5 of Senior Public Safety Dispatcher shall be set 14.5% above Step 5 of Public Safety Dispatcher.  The resulting percentage increase, if any, based on the aforementioned differential with the Public Safety Officer II will be further adjusted to include a shared cost of the EPMC; however, if at any time the City’s PERS Miscellaneous employer rate reaches seven percent (7%) or greater, no additional increase shall be added to the calculated salary increase.  The current employer rate for Miscellaneous is 11.411%; therefore, no additional increase was added to the calculations.  Wages for Public Safety Dispatchers and Senior Public Safety Dispatchers shall be adjusted at the same time as Public Safety Officer II wage adjustments are made during the period of the MOU.

 

EXISTING POLICY

The proposed increases are in accordance with the provisions of the Memorandum of Understanding (MOU) between the City of Sunnyvale and PSOA, and with the provisions of the MOU between the City of Sunnyvale and COA.

 

DISCUSSION

The President of the Public Safety Officers Association has received the data on which the salary increases for the positions represented by PSOA are based, and has concurred with the results of the survey.  Employees represented by PSOA and COA will be notified by memorandum.

 

All other provisions of the Salary Resolution remain unchanged.

 

FISCAL IMPACT

The salary adjustments have been planned for within the Public Safety Department’s base budget and were included in costing the entire benefits package for PSOA and COA at the time of negotiations.

 

Conclusion

The survey was completed pursuant to the MOU provisions, and the recommendation is to implement the resulting salary adjustments in order for the City to meet its contractual obligations with PSOA and COA.

2.             Amend a portion of the Salary Resolution

3.             Do not amend the Salary Resolution.

 

RECOMMENDATION

Staff recommends adoption of Alternative #1; Amend Sections 2.000 (Category A) and 2.200 (Category C) of the Schedule of Pay of the Salary Resolution to reflect the new pay rates, effective retroactive to July 3, 2005.
