SUBJECT: Award of Bid No. F0508-11 for the Reconstruction of Curbs, Gutters, Sidewalks and Driveways Throughout Sunnyvale
REPORT IN BRIEF
Approval is requested for the award of a contract to JJR Construction, Inc., of San Mateo for the reconstruction of various curbs, gutters, sidewalks, and driveways for the Department of Public Works Engineering Division Project Administration (Project #ST-05/01-05).
BACKGROUND
The repair, replacement and reconstruction of concrete curbs, gutters, sidewalks and driveways throughout the City is regularly scheduled work. Sites requiring repair and/or replacement are identified and prioritized by the Department of Public Works Urban Landscape Division on an ongoing basis.
DISCUSSION
Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on August 31, 2005. The bid package was distributed to Bay Area Builders Exchanges and broadcast to potential contractors through DemandStar by Onvia procurement network. Five contractors requested bid documents.
Sealed bids were publicly opened on September 21, 2005. Three responsive bids were received.

Staff recommends acceptance of the bid from JJR Construction, Inc., the lowest responsive and responsible bidder. The difference in cost between the engineer’s estimate and the low bid is due to the increasing cost of concrete.
A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

Funds are available in Department of Public Works Program 217 – Concrete Maintenance, and Special Project 820631 - ADA Curb Retrofit.
RECOMMENDATION
It is recommended that Council:
1. Award a contract, in substantially the same form as the attached draft and in an amount not to exceed $590,870, to JJR Construction, Inc., for the reconstruction of various curbs, gutters, sidewalks and driveways; and
2. Approve a project contingency in the amount of $29,544.
