SUBJECT:  AMENDMENT TO THE CLASSIFICATION PLAN AND SALARY RESOLUTION: ADD PART-TIME EMPLOYMENT TRAINING PROGRAM COORDINATOR

REPORT IN BRIEF

This report recommends amending the Classification Plan and Salary Resolution to add the classification of part-time Employment Training Program Coordinator.

DISCUSSION

The classification of full-time Employment Training Program Coordinator was adopted by City Council on August 31, 1993.   This report recommends creating a comparable regular part-time classification that will provide administrative support for the Department of Employment Development (NOVA).

As with the full-time classification, general responsibilities include supervision of staff and programs throughout the department.  Functions include directly serving job seekers and businesses, reviewing labor market information and data analysis, fiscal planning and accounting, supporting and monitoring contract development, marketing, and assisting in grant writing. 

Having the option of part-time staffing will provide the department greater flexibility in managing programs and budgets.

FISCAL IMPACT

Funds to cover the full cost of this position were included in the FY 05/06 budget.  The Departments are responsible for planning and absorbing future payroll and expenses associated with this position, including benefits.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.

ALTERNATIVES

1. Approve adding the classification of part-time Employment Training Coordinator to the City’s Classification Plan and Salary Resolution.

2. Do not approve adding the classification of part-time Employment Training Program Coordinator to the City’s Classification Plan and Salary Resolution.

RECOMMENDATION

Staff recommends adoption of Alternative 1; approve adding the classification of part-time Employment Training Program Coordinator to the City’s Classification Plan and Salary Resolution.
