DEFINITION
Under general direction, the Employment Training Program Coordinator implements the provision of direct employment and training services as administered by the Department of Employment Development.
DISTINGUISHING CHARACTERISTICS
The Employment Training Program Coordinator receives general direction from the Program Quality and Operations Manager and/or the Employment Training Manager. Contacts are regularly made both inside and outside the organization at all organizational levels involving considerable tact, discretion and customer service skills. It is distinguished from the lower class of Employment Development Aide by the higher level of independent reasoning and providing direction to subordinate personnel.
ESSENTIAL FUNCTIONS
• Coordinate various staff services or programs for the Department of Employment Development.
• Oversee the activities of programs or projects which includes coordinating staff activities and providing appropriate training.
• Direct, evaluate and perform audits on the work of subordinate personnel.
• Make recommendations and assist in the development of overall administrative policies.
• Receive and respond to inquiries, requests and complaints from the public and formulate appropriate responses and actions.
• Coordinate activities for targeted populations, including linkages with subagents, educational institutions and community services.
• Market and promote department programs to employers, clients and community agencies.
• Assist in the development, maintenance and modification of program unit policies and procedures in accordance with Federal, State and local regulations.
• Collect, compile, analyze and report on data relating to organization, policies, procedures, budget, services and systems.
• Monitor program unit performance relative to established goals.
OTHER FUNCTIONS
• Insure the provision of training for staff, including material preparation, specific training presentations and regular feedback.
• Maintain working relationships with employers, service providers, community agencies and professional organizations.
• Collaborate with management and co-workers and provide technical consultation in areas of expertise.
• Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Education & Experience:
Any combination of education and experience equivalent to a Bachelor's Degree and one year of general administrative experience in a state and federally funded employment and training program or related experience which has provided the required knowledge, skills and abilities.
Knowledge, Skills and Abilities:
Knowledge of:
• job search skills strategies relative to obtaining employment within the local labor market;
• employment issues specific to target populations, such as ethnic/cultural groups, at-risk youth, individuals with disabilities, older adults, dislocated workers and the economically disadvantaged;
• standard vocational assessment instruments and their application within the employment and training environment; and
• Federal, State and local regulations governing employment and training programs, including procurement procedures, eligibility, program implementation and monitoring.
