SUBJECT: Recommendation to Sunnyvale City Council to Approve Confirmation of New Members to the NOVA Workforce Board

The NOVA Workforce Board Nominating Committee is recommending confirmation of the following individuals to the NOVA Workforce Board:

The NOVA Workforce Board Nominating Committee is comprised of Sunnyvale City Council member (Hon. Julia Miller), a Co-Chairperson of the NOVA Workforce Board (Ms. Elaine Hamilton-for this round), and a representative from a consortium city chamber of commerce. The Executive Director of the Milpitas Chamber of Commerce (Ms. Gaye Morando) is serving in this role for 2005. The Nominating Committee is charged with the responsibility of recommending candidates to the NOVA Workforce Board, for consideration by the Sunnyvale City Council.
The Nominating Committee is recommending Mr. Anthony Redmond and Mr. Sid Wilkins for four-year terms on the NOVA Workforce Board.
BACKGROUND
The Workforce Investment Act (WIA) of 1998 stipulates the composition, roles and responsibilities of the local workforce board. The local workforce board is appointed by the chief local elected official (Sunnyvale City Council for the NOVA Consortium). The local workforce board determines how many seats are on the board, and it is required to have a majority of representatives from business and representation from at least the following stakeholders:
• Business Executives (majority and chair)
• Education providers
• Labor Organizations
• Community-based Organizations
• Economic development agencies
• One-Stop partners
EXISTING POLICY
The proposed activities are consistent with the City of Sunnyvale's Socio-Economic Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.
DISCUSSION
The NOVA Workforce Board Nominating Committee is recommending Mr. Anthony Redmond and Mr. Sid Wilkins to fill important business sector seats on the Board in the area of healthcare and Internet technology industries.
ABOUT THE CANDIDATES
Mr. Anthony Redmond, Director of Workforce Planning and Development
Kaiser Permanente
Kaiser Permanente represents one of the largest Health Maintenance Organizations (HMO) in the state operating about 23 facilities and satellites offices and employing 4000 employees. As Director of Workforce Planning and Development for Kaiser Permanente, Mr. Redmond is responsible for managing current recruitment operations and planning for the future workforce needs in four healthcare facilities in the Santa Clara area. This position requires developing ongoing relationships with local schools and colleges and supporting innovative projects that will produce the healthcare workers of the future. Mr. Redmond brings to the NOVA Workforce Board extensive knowledge of workforce trends and conditions in healthcare occupations and specific expertise in the healthcare industry. Mr. Redmond will be replacing a former Board member representing Kaiser who was promoted out of the area.
Mr. Sid Wilkins, Director of Human Resources
Tynax
Tynax Technology Trading Exchange links technology developers to technology companies in the market for new products, through comprehensive technology news services. Tynax, an Internet-based company located in Palo Alto, employs about 10 individuals. As Director of Human Resources for Tynax, Mr. Wilkins is responsible for hiring, training and administration of company personnel policies. Mr. Wilkins brings to the NOVA Workforce Board extensive knowledge of the NOVA Board and NOVA’s services having served previously on the Board for several years. In addition, Mr. Wilkins brings to the Board experience in the growing small business sector in web-based technology and over 20 years of expertise in the human resource field.
These appointments comply with the requirements of the Workforce Investment Act.

CONCLUSION
The NOVA Workforce Board Nominating Committee is recommending appointment of two candidates to the NOVA Workforce Board for four-year terms. Mr. Anthony Redmond, Director of Workforce Planning and Development for Kaiser Permanente brings to the Board specific expertise in the healthcare industry and in future workforce trends and needs for this growing field. Mr. Sid Wilkins, Director of Human Resources for Tynax brings to the Board specific knowledge of the NOVA Board and NOVA Workforce Investment System, over 20 years of expertise in the human resource field, and experience with the emerging web-based technology industry.

RECOMMENDATION
The NOVA Workforce Board Nominating Committee recommends that the Sunnyvale City Council approve Alternative #1 and confirm Mr. Anthony Redmond and Mr. Sid Wilkins for four-year terms on the NOVA Workforce Board.
