SUBJECT: Award of Bid No. F0508-09 for Roof Replacements at Lakewood and Murphy Parks
REPORT IN BRIEF
Approval is requested for the award of a contract to Shelton Roofing Co., Inc., of Mountain View to remove and replace roofs on two Lakewood Park buildings and replace the roof on the Murphy Park Multi-Purpose Building for the Department of Parks and Recreation Facility Management Division.
BACKGROUND
The scope of work for the Lakewood Park portion of the project includes replacing the roof on the Recreation Center Building and replacing the roof and the existing skylights on the Locker Room Building. The roofs on both of these buildings are eighteen years old and at the end of their useful lives. Work at the Murphy Park Multi-Purpose Building includes replacing the built-up (non-tiled) sections of the roof which are over fifteen years old.
DISCUSSION
Bid specifications were prepared by Facilities and Purchasing staff. The bid package was distributed to the Bay Area Builders Exchanges and broadcast to potential contractors through the DemandStar by Onvia public procurement network. Eleven contractors requested bid documents.
Sealed bids were publicly opened on September 21, 2005; and six responsive bids were received:

Staff recommends acceptance of the bid from Shelton Roofing Co., Inc., the lowest responsive and responsible bidder.
A determination was made that this project will have no significant impact on the environment in accordance with CEQA guidelines for categorically exempt projects.

RECOMMENDATION
It is recommended that Council:
1. Award a contract, in substantially the same form as the attached draft and in the amount of $130,963, to Shelton Roofing Co., Inc., for the Lakewood Park and Murphy Park Roof Replacement Project; and
2. Approve a project contingency in the amount of $19,644.
