SUBJECT: SALARY RESOLUTION – FISCAL YEAR 2005-2006
REPORT IN BRIEF
This report recommends that the 2005-2006 Salary Resolution be adopted including corrections, updates and revisions which have or are to occur during the 2005-2006 fiscal year. This is necessary in order to maintain current information in a single document.
BACKGROUND
Each fiscal year, the City Council adopts a Salary Resolution which includes provisions of Memoranda of Understanding scheduled to occur during the fiscal year, so that updated and current information is maintained in a single document.
DISCUSSION
A general summary of the major revisions included in this Salary Resolution update are as follows:
1. Sections 3.030. Leave Payment; 3.300.Holiday Leave; 4.200. Holiday Pay; 5.810. Public Safety Sworn Management. Pay Assignment. These sections are amended to include the classification of Public Safety Deputy Chief, instead of the former Public Safety Captain II and change the Public Safety Captain I title to Public Safety Captain.
2. Section 4.000. Extra time (Overtime) Pay. Adds language to make this section consistent with other sections in the document.
3. Creates Section 5.045. Interim/Acting Pay. Management. To provide the City Manager flexibility in the designation of pay when appointing employees to a management or executive vacant position on an interim basis.
4. Creates Section 5.048. Y-Rating Pay. To provide the City Manager with authority to temporarily pay an affected employee at a former salary rate when the City allocates his/her position to a classification with a lower salary rate than the position was formerly receiving.
5. Section 5.100.Uniforms. It clarifies the category of employees who receive City provided uniforms and allows the City Manager the ability to designate others within this category.
6. Section 2.500. Assignment of Pay Ranges and Rates to Pay Plan – Category H. Recommends an increase from the current range ($6.75 to $40.00 per hour) to a proposed range ($6.75 to $75.00 per hour ) to accommodate hourly salaries that due to market conditions need to be paid to attract Unclassified temporary new hires (Recreation Instructor/ Official) to teach specialized classes.
7. Incorporates by reference throughout the document provisions of current Memoranda of Understanding to take place in fiscal year 2005/2006 that affect the Salary Resolution.
All other provisions of the Salary Resolution remain unchanged.
FISCAL IMPACT
There is no fiscal impact associated with the annual updating of the Salary Resolution. Fiscal impact associated with proposed changes has been adopted through prior resolutions. For the salary increase associated with the recommendation for the Recreation Instructors and Officials positions, it is expected that the impact will be minimal and it will be absorbed by the current Parks and Recreation Department budget.

Public Contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.
ALTERNATIVES
1. Adopt the Salary Resolution for Fiscal Year 2005 – 2006 to incorporate updates and the necessary corrections to maintain current information in this document. In addition, adopt the proposed Section 5.045. Interim/Acting Pay. Management to provide the City Manager flexibility in the designation of pay when appointing employees to a management or executive vacant position on an interim basis; adopt Section 5.048. Y-Rating Pay to provide the City Manager with authority to temporarily pay an affected employee at a former salary rate when the City allocates his/her position to a classification with a lower salary rate than the position was formerly receiving; and adopt an amendment to Section 2.500. Assignment of Pay Ranges and Rates to Pay Plan–Category H recommending an increase from the current range ($6.75 to $40.00 per hour) to a proposed range ($6.75 to $75.00 per hour ) to accommodate hourly salaries that due to market conditions need to be paid to attract Unclassified temporary new hires (Recreation Instructor/ Official) to teach specialized classes.
2. Adopt selected updates and/or corrections to the Salary Resolution for Fiscal Year 2005 – 2006.
3. Do not adopt the Salary Resolution for Fiscal Year 2005 – 2006.
RECOMMENDATION
Staff recommends adoption of Alternative #1; to incorporate updates and the necessary corrections to maintain current information in this document. In addition, adopt the proposed Section 5.045. Interim/Acting Pay. Management to provide the City Manager flexibility in the designation of pay when appointing employees to a management or executive vacant position on an interim basis; adopt Section 5.048.
