HUMAN RESOURCES MANAGER

 

DEFINITION

Under administrative direction of the Director of Human Resources, the incumbent of this classification acts as a division head in the administration of one or more of the major functional areas of the Department of Human Resources; develops, implements and administers assigned program responsibilities; conducts research and analysis of complex technical issues; and performs related work as required.

 

DISTINGUISHING CHARACTERISTICS

This is a managerial-level human resources specialist position involving the supervision and management of multiple technical/professional human resources functions.  This is a division manager classification responsible for planning, organizing and directing the work activities of the assigned division; incumbents are expected to independently perform specialized human resources analysis and research on new and current program activities.  This classification is responsible for supervising clerical, paraprofessional and professional staff.

 

EXAMPLES OF DUTIES (illustration only - not all duties are included)

 

Ÿ         Manages one or more of the major functions of Human Resources including Recruitment and Selection; Benefits; Organizational Development; Labor Relations; Training; Workers’ Compensation; Safety; Classification; Compensation; and Administration.

Ÿ         Serves as a consultant by providing information concerning human resources policies, procedures, wage rates and terms of labor contracts to departmental personnel; monitors legislative and legal changes, and ensures City and department compliance.

Ÿ         Conducts research and analysis of complex technical issues; evaluates options and makes recommendations for action; prepares reports and recommendations for City staff, City Council and advisory bodies.

Ÿ         Supervises, directs, trains, and evaluates assigned staff.

Ÿ         Assists in the development and implementation of department and/or Citywide goals, objectives, policies and procedures; analyzes and recommends strategies to improve effectiveness of operation.

Ÿ         Represents the Human Resources Department in interdepartmental, interagency and public meetings; serves on committees and task forces as assigned.

Ÿ         Develops and prepares materials for orientation sessions, training classes and other public presentations; makes presentations to members of the public, employee groups and the City Council.

 

If assigned to Benefits:

Ÿ         Manages employee benefit programs, including basic and voluntary insurance plans; analyzes benefit plans for cost effectiveness and benefit optimization; monitors and ensures compliance in benefit programs; writes benefit policies, negotiates with providers and serves as liaison between providers and the City; develops operating procedures for effective processing of benefit programs; counsels employees regarding benefits; conducts new employee benefit orientation.

Ÿ         Administers Group Life & AD&D, Long-Term Disability (LTD), and Deferred Compensation Plan programs; interprets contract provisions and coordinates processing of complex claims or appeals.

Ÿ         Manages City workers’ compensation program; serves as liaison between the City, injured worker and third party administrator; educates managers on policy and legal requirements; coordinates claim reviews and provides overall program management.

Ÿ         Monitors leave of absence program; ensures CFRA/FMLA/FEHA/ADA compliance and develops related policies and procedures; educates managers on policy and legal requirements; coordinates disability accommodation requests including conducting the interactive process.

Ÿ         Counsels employees regarding the Public Employees Retirement System (PERS); monitors status and analyzes impact of upcoming changes in PERS retirement law; coordinates contract amendments with PERS.

Ÿ         Oversees compliance with Employee Safety Programs.

 

If assigned to Recruitment/Classification:

Ÿ         Manages the recruitment, testing and selection division; oversees and performs complex classification and compensation projects; provides technical consultation and direction to subordinate staff on test construction and administration, classification, compensation administration and analysis, and organizational issues.

Ÿ         Manages the development, planning, coordination and administration of the recruitment and examination process, including conducting job analyses and developing recruitment plans and creative outreach techniques to attract a diverse applicant pool; designs and develops job related selection procedures, evaluates employment applications, develops examination schedules, and develops, administers and evaluates oral, written, physical agility and performance tests and other assessment instruments; performs statistical analysis of examination results; oversees the preparation of job announcements, employment advertising and other recruitment materials.

Ÿ         Manages the administration of classification studies, including auditing positions by questionnaire and interview, preparing and revising classification specifications, and recommending the allocation of positions to new or existing classifications.

 

If assigned to Employee Relations/Employee Development:

Ÿ         Manages the City’s employee relations programs and policies to ensure effective supervisory practices and to support a strong employer-employee relations framework; recommends new and revised policies and develops procedures for same.  Advises and collaborates with managers from all departments to utilize employee relations best practice strategies.

Ÿ         Researches, develops, interprets and administers human resources policies and procedures; interprets memoranda of understanding; stays current on local, state and federal legislation affecting public sector labor law; helps oversee and provides counsel and assistance regarding employee relations and organizational development matters, including performance evaluations, corrective actions, grievance and disciplinary investigations, and negotiation preparation.

Ÿ         Coordinates and manages equal employment opportunity issues through investigation, counseling, training and mediation; prepares legally defensible reports and analysis of investigative findings, including recommendations for action.

Ÿ         Plans and coordinates major research or administrative projects; compiles and analyzes data pertaining to personnel program policies and issues; initiates special studies for meet and confer purposes; coordinates cost analysis on negotiation proposals; drafts contract language; administers labor agreements; represents the City in labor and management issues.

Ÿ         Manages and coordinates the Citywide Employee Training Program; develops, modifies, evaluates and conducts training programs for City employees; researches new training programs and makes recommendations, selects and schedules instructors, evaluates programs conducted by training consultants, oversees the development of brochures and training materials and the development and dissemination of the Citywide training calendar.

 

MINIMUM QUALIFICATIONS

 

Education and Experience:

 

Any combination of education and experience equivalent to:

 

  1. Completion of a Bachelor’s Degree from an accredited college or university with major work in the field of human resources management, industrial/organizational psychology,  business administration or related field.  Possession of a Master’s Degree is desirable.

 

  1. Four years of experience performing professional level human resources work, including two years of experience related to the area of assignment, and some lead or supervisory experience.  Public Sector professional level human resources experience is highly desirable.

 

Knowledge, Skills and Abilities

 

Knowledge of:

Ÿ         Principles and practices of public human resources administration, including recruitment, selection, employee benefits, workers’ compensation, labor relations, and employee training programs, depending upon area of assignment.

Ÿ         Applicable federal, state and local agencies, laws, codes, and regulations, related to area of assignment.

Ÿ         Research methods and statistical analysis.

Ÿ         Methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar.

Ÿ         Office practices, methods and equipment, including a computer and applicable software.

Ÿ         Methods and techniques of supervision, training and motivation.

 

Ability to:

Ÿ         Plan, coordinate and perform a variety of professional level human resources administration tasks, including assignments in recruitment, classification, compensation, equal employment opportunity, organizational development, training and/or labor relations, employee benefits programs and workers’ compensation, depending upon area of assignment.

Ÿ         Analyze complex human resources issues, and develop and implement appropriate responses; advise and counsel departments of best course of action.
