Staff Recommendations for Outside Group Funding Process

Policy Context:

  • Outside Group Funding shall be primarily for social services, which are not normally part of the service package offered by municipalities, including the City of Sunnyvale.
  • The primary funding source for Outside Group Funding shall be Community Development Block Grant (CDBG); under Federal regulations, up to 15% of the grant amount may be used to fund social service agencies.
  • City Council may chose to supplement CDBG funding of social service agencies with General Fund resources. This will be determined annually through the normal budget process.
  • Those programs which have traditionally been supported by Outside Group Funding which are not social service in nature shall be considered as contracted out City services through the normal budgeting process. These programs are: Project Sectional dispute resolution (currently considered a City service), Leadership Sunnyvale, Euphrat, and Junior Achievement.
