Staff Recommendations for Outside Group Funding Process
Policy Context:

Outside Group Funding shall be primarily for social services, which are not normally part of the service package offered by municipalities, including the City of Sunnyvale.

The primary funding source for Outside Group Funding shall be Community Development Block Grant (CDBG); under Federal regulations, up to 15% of the grant amount may be used to fund social service agencies.

City Council may chose to supplement CDBG funding of social service agencies with General Fund resources. This will be determined annually through the normal budget process.

Those programs which have traditionally been supported by Outside Group Funding which are not social service in nature shall be considered as contracted out City services through the normal budgeting process. These programs are: Project Sectional dispute resolution (currently considered a City service), Leadership Sunnyvale, Euphrat, and Junior Achievement.
Outside Group Funding Process:
- The Housing & Human Services Commission (HHSC), following one or more public meetings, recommends to City Council priority social service funding needs for the next two years.

- RFP mailed to social services providers

- Staff reviews proposals and completes agency audits

- HHSC recommends allocation of CDBG funds for social services to City Council. HHSC notifies the City Manager of applications where a significant need will remain unmet even if Council allocates CDBG funds as recommended.

- Staff prepares report to Council with HHSC and staff recommendations for CDBG funding. City Council holds public hearing and adopts two-year CDBG grant allocation to social service providers

- City Manager releases proposed budget with or without supplemental funding for social service providers

May, 2007

- City Council adopts budget
