SUPERINTENDENT OF RECREATION
DEFINITION
Under general direction provides leadership and direction for the Recreation Division including policy development, personnel, budget, and program management. Has primary responsibility for planning, promoting and directing a wide range of recreation programs and services that will foster human development, health and wellness, cultural unity, and community building; assists the Director of Parks and Recreation in planning and executing the Department’s missions and objectives.
DISTINGUISHING CHARACTERISTICS
This is an administrative management position responsible for overseeing the activities of the Recreation Division of the Parks and Recreation Department. The Superintendent of Recreation is distinguished from Recreation Supervisor in having complete internal control, managing subordinate managers and exercising wide discretion in the management of the Recreation Division.
ESSENTIAL FUNCTIONS
· Provides leadership and direction for the Recreation Division
· Provides administrative support to the Director in planning and executing the Department’s missions and objectives and assists in department-wide budget planning and management
· Develops and implements goals, objectives and policies for recreation programs
· Manages, develops, and monitors the Division's budget, and any related program budgets, and allocates resources to accomplish program goals and service levels, consistent with the City's Planning and Management System (PAMS)
· Formulates and recommends new policies, procedures, and methods to improve the effectiveness and efficiency of recreation program services and delivery
· Recruits, selects and trains recreation staff, including coaching and counseling; evaluates staff performance
· Assigns and delegates work in order to meet performance objectives and provides guidance to assist staff performance
· Motivates staff and recognizes and rewards exceptional performance; serves as mentor to staff to help promote their professional development
· Ensures effective labor-management relations and maintains a good working relationship with the City workforce
· Coordinates works and exchanges information with other divisions/departments and maintains good working relationship with peers, management, and staff
· Provides advisory support and acts as liaison to other departments, Boards and Commissions, community agencies and schools to facilitate the delivery of recreation programs and services
· Maintains a philosophy of excellence in customer service and responds to citizen inquiries in timely fashion
· Resolves difficult or controversial issues with tact while remaining consistent with City policy and elements of demand management
· Prepares and presents complex verbal and/or written reports to Council and Commissions, governmental agencies, and community groups
· Conducts research, gathers data and analyzes trends, demographics and community conditions
· Coordinates the development of grants, corporate sponsorships and donations in accordance with City policies, to assist in funding recreation services and programs
· Keeps abreast of professional developments and trends in the field of Recreation and Parks
· Provides recommendations and participates in the planning and coordination of facility development and renovation
EMPLOYMENT STANDARDS
Education and Experience: Any combination of education and experience equivalent to a Bachelor's degree with major coursework in recreation administration or a related field, and 5 years experience in the management of multiple recreation and community services programs, of which a minimum of two years in a supervisory role over professional staff. A master’s degree in similar fields of study is desirable.
